Overview

The Government of the Northwest Territories is seeking a skilled specialist to join the Healthcare System Sustainability (HCSS) Unit. This unit focuses on designing, implementing, and evaluating financial process improvement projects, business reviews, fiscal policy initiatives, and other special projects aimed at improving efficiency and effectiveness within health and social services programs.

Salary Information

The salary range for this position is approximately $103,818 - $124,020 per year, plus an annual Northern Allowance of $3,700.

Job Responsibilities

This role involves the development, review, and implementation of evaluation and performance measurement programming relating to the sustainability of the NWT healthcare system. The specialist will perform in-depth external research and analysis, including jurisdictional scans and literature reviews, to support health and social services sustainability initiatives.

  • Review core healthcare programs and services offered in other jurisdictions, identifying best practices and analyzing healthcare trends.
  • Gather insights to develop and assess scenarios that eliminate redundancies and unsustainable practices, fostering long-term sustainability in the health and social services system.
Qualifications and Requirements

Candidates must possess:

  • A designation as a Credentialed Evaluator (CE) or a bachelor's degree in the social sciences, political science, public administration, or a relevant field with a focus on research methods and/or program evaluation.
  • Demonstrated training and/or coursework in evaluation.
  • 3 years of progressive work experience in research and analysis, program design, and/or program evaluation.
  • 3 years of progressive writing experience preferably in a government setting, including research and evaluation proposals, policy and position papers, communication materials, and briefing documents.
