Program Development and Evaluation Specialist

**About the Role:**
The Cree Board of Health and Social Services of James Bay (CBHSSJB) is seeking a highly skilled Program Development and Evaluation Specialist to join our team.
**Job Description:
We are looking for a professional with a strong background in program development and evaluation to work in a multidisciplinary team responsible for transversal functions in public health. As a Program Development and Evaluation Specialist, you will be responsible for conducting monitoring and evaluation activities that support the planning, implementation, and follow-up of public health programs and activities.
You will plan, coordinate, and support the implementation of monitoring and evaluation projects and programs, including designing and proposing monitoring and evaluation plans in collaboration with other specialists. You will also define the scope of assigned projects, elaborate goals and deliverables in collaboration with key partners, and deliver progress reports, proposals, and required documentation to project teams.
In addition, you will identify and support the resolution of risks, issues, and conflicts that may arise throughout projects, advise on project development and implementation, and plan, develop, and lead monitoring and evaluation training and coaching. You will also support knowledge mobilization to maximize impacts of projects, programs, and campaigns, and collaborate with partners to ensure cultural safety in evaluation strategies and delivery.
This role requires excellent leadership and teamwork skills, as well as proficiency in software programs used for quantitative and qualitative data analysis, such as SAS, SPSS, EXCEL, and NVIVO.
Requirements:
- Bachelor of Science degree with specialization in health, social services, biology, or a related field; Master's degree in Public Health is an asset.
- Three years of relevant experience in evaluation and three years of relevant experience working in Indigenous contexts.
- Good knowledge of MSSS legislation, regulations, the Ministry network, and programs, as well as current trends.
- Knowledge of community health interventions, prevention, and promotion approaches and methods, and ability to integrate Eenou/Eeyou (Cree) culture, values, traditions, and teachings into project and program development and implementation.

Location: This position is based in the Eeyou Istchee territory, with flexibility to travel inside and outside the region as required.
