Main Purpose and Function

The Capital Project Coordinator will assist in the development and delivery of the Capital Replacement/Replacement Program by participating in the planning, development, and implementation of various projects.

We are seeking a role that will be focused on Building Envelope and Mechanical projects related to a wide variety of existing civic buildings and parkades requiring system audits, and upgrade/repair of building envelope and/or mechanical systems (HVAC, plumbing, and fire suppression systems).

Key Responsibilities
  1. Building Envelope: Assist with the development of the Capital Maintenance Program by conducting detailed building condition audits and validating projects related to building envelope.
  2. Mechanical: Assist with the development of the Capital Replacement/Renewal Program by conducting detailed building condition audits and validating projects related to mechanical systems audits, and upgrade/replacement of HVAC, plumbing, and fire protection systems.
  3. Liaise with civic departments to define the project and build a project schedule and budget which is reviewed by the Manager and shared with the service group. Provide regular updates on project schedule and budget to Manager and service group.
  4. Coordinate the preparation of Request for Proposals and tenders, including preparing the scope, schedule, and requirements in order to meet project objectives and requirements.
  5. Oversee the consultants' preparation of drawings, specifications, contract documents during project definition phase for the repair, improvement, modification, and alteration of civil buildings and/or infrastructure. Engage stakeholders for design reviews and inputs. Review consultants' drawings, specifications, and contract documents to ensure conformance to project objectives and requirements. Liaise with civic departments, consultants, and contractors during construction to manage construction activities.
  6. Coordinate and manage the project and act as a liaison between contractor, consultant, and civic departments to ensure desired results.
  7. Authorize changes, additions, or deletions as required on approved projects including recommending approval of payments, and coordinating handover and commissioning activities.
  8. Perform periodic inspections on completion of work for compliance with contract documents and deliverables.
  9. Examine and check plans in the preliminary and working drawing stages for suitability of layout, accuracy, economy, and by-law conformity.
  10. Represent civic departments in negotiating problems with contractors and consultants.
  11. Track, update, and maintain formal records regarding the project during and after the project completion including coordinating handover and commissioning activities.
  12. Write detailed reports on assignments as required.
  13. Ensure for the provision of adequate supervision on the project. Perform related work as required.
Requirements

Education and Experience:

  1. Graduation from a diploma program. Diploma in Architectural and Building Technology, Construction Management, Mechanical Engineering, Civil or equivalent specialization from an accredited Technical School.
  2. Considerable experience at a sub-professional level preparing designs drawings, cost estimates, and specifications, and providing construction project management or project coordination related to building envelope projects or mechanical systems; OR an equivalent combination of training and experience related to building envelope or mechanical systems projects.
  3. Formal training in project management methodologies, preferably consistent with those provided by Project Management Institute (PMI) is preferred.

Knowledge, Skills, and Abilities:

  1. Extensive knowledge of project lifecycle, project management methodologies, and project delivery processes applicable to the work performed.
  2. Thorough knowledge of the principles of building systems design and operations, and considerable knowledge of architectural and engineering practices applicable to the work performed.
  3. Thorough knowledge of Vancouver Building By-laws, ASHRAE 90.1 Energy Standard for Buildings Except Low-Rise Residential Buildings, WorkSafe BC, OHSA, and Technical Safety BC governing the design, construction, repair, improvement, modification, and alteration of buildings.
  4. Thorough knowledge of the construction principles, methods, sequence, practices, materials, and costs applicable to the work performed.
  5. Thorough knowledge of the City of Vancouver's building permit process and Provincial Regulations' permit process.
  6. Considerable knowledge of public procurement procedures and contract administration. Working knowledge of safety and environmental hazards associated with the work.
  7. Working knowledge of MS Office (Outlook, Word, Excel, and Project), Adobe Acrobat, BlueBeam, SAP, and AutoCAD.
  8. Sound knowledge of City of Vancouver's environmental, risk management, safety, and sustainability policies.
  9. Strong interpersonal skills to deal effectively and cooperatively with others. Strong organizational skills.
  10. Ability to prepare technical drawings and specifications for work related to various building trades. Ability to read, analyze, assess, and interpret technical drawings, specifications, contracts, and other construction/design documents for suitability of layout, accuracy, economy, and by-law conformity. Ability to deal effectively and tactfully while maintaining cooperative working relationships with other civic departments, contractors, architects, and consulting engineers.
  11. Strong conflict resolution skills when interacting with key stakeholders (internal/external) and the public. Ability to prepare cost estimates and project schedule.
  12. Ability to communicate clearly and concisely verbally and in writing. Ability to write clear, concise, and complete reports.
  13. Ability to chair meetings with stakeholders (internal/external). Ability to exercise sound judgment and decision-making.
  14. Ability to multitask and to be adaptive and flexible in a fast-paced and changing environment while delivering high-quality and timely results under tight deadlines.
  15. Ability to manage change and assist others with adapting to change. Ability to work safely on construction sites including climbing up to the roof.

Required Licenses, Certificates, and Registrations:

  1. Class 5 Driver's License for the Province of British Columbia.
  2. Police Record Check - Conducted by City of Vancouver.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time, this position is eligible to be part of the Flexible Work Program.
