Responsibilities
- Responsible for the safe, effective and efficient operations of the Engineering, Fleet & Transportation and Water and Waste Services departments;
- With proven strategic leadership and supervision skills with the ability to delegate and set clear objectives;
- Require excellent political acumen, interpersonal relations skills and sensitivity to the needs of the public and elected officials;
- Assist in the development and implementation of City goals, financial and business plans and strategies to ensure the effective planning and delivery of City-wide programs and services;
- Provides strategic leadership, plan, direct, evaluate and communicate short and long-term programs, goals, objectives and priorities for the division;
- Recruits, coaches, supervises and appraises direct reporting staff and, through delegation, all staff in the division;
- Participate as a member of the Senior Management team in the development, implementation and achievement of corporate goals, objectives and policies. Interface with other Directors to ensure coordinated effort in the provision of services;
- Direct a variety of divisional services through interpretation of Council direction and within current relevant legislation, standards and guidelines;
- Develop and interpret legislation, research, develop, implement and maintain programs, bylaws, policies and practices;
- Coordinates, administers and controls the annual operating and capital budgets of the division;
- Foster and maintain effective relationships among peers and stakeholders. Participate on various internal and external committees including an EMO role in the City's Emergency Operations Centre;
- Attend regular meetings with Council, prepare reports, conduct presentations and act on Council direction;
- Evaluate relevant bylaws and policies and programs designed to meet the needs of the community;
- Draft correspondence and assist in preparing key messages on corporate issues;
- Act as City Manager as assigned. Ensures, so far as is reasonably practicable, that safety procedures and standards are followed by personnel throughout the division;

Qualifications
- Masters' degree in related discipline;
- Ten years of progressively responsible administrative and technical experience in a government and/or private sector setting and at least four years' supervisory experience;
- Proven leadership and supervision skills with the ability to delegate, set clear expectations, train and develop, motivate and manage performance;
- Experience as a member of a management team and working with elected officials;
- Experience working in a union environment with collective agreements;
- Excellent knowledge of relevant Municipal, Territorial and Federal legislation;
- Excellent management track record with specific accomplishments in directing budgets and strategic planning;
- Excellent skills relating to communications, team building, liaising with stakeholders, human relations, strategic operational and financial planning, and problem solving;
- Proven written and oral communication skills to develop and present reports, briefings, position papers and proposals;
- General office equipment including computer skills to operate software programs related to ERP system, spreadsheets, word processing, electronic mail, PowerPoint, etc.;
