Child and Family Wellbeing Specialist

The Government of Nova Scotia is seeking a highly skilled and experienced professional to fill the role of Prevention and Early Intervention Specialist. This position is a key part of our Department of Community Services, which provides a broad portfolio of programs and services to support vulnerable Nova Scotians.
Primary Accountabilities- Contribute to the development, planning, monitoring, budgeting, and evaluation of effective policies and procedures related to child welfare prevention and early intervention programs.
- Lead a coordinated and comprehensive regional service delivery of child welfare prevention and early intervention programs, enhancing and improving outcomes for vulnerable and at-risk children, youth, and their families.
- Interpret and clarify legislation, standards, policies, and procedures for staff, management, clients, supported agencies, and the community, and develop program and service delivery improvements.
- Recommend legislative, regulatory, and policy changes to meet changing client needs and resource allocations, through consultation with staff at all levels, community groups, and other provincial departments.
- Provide expert advice, program performance results, and statistical data related to child welfare prevention and early intervention programs in the region to senior management, developing and implementing systems to monitor performance and program costs at the regional level.
- Foster community collaboration and program support and development, advising and negotiating with community organizations in the region on collaborative delivery of services that promote the safety and well-being of children, youth, and families.
- Coordinate and integrate prevention and early intervention services provided in the region by service providers, including government organizations, community groups, and individuals, to ascertain what assistance or support is being requested or offered that supports Departmental goals and clients.
- Provide support and discretion to program professionals, supervisors, and managers by proposing solutions to complex or problematic cases in a timely fashion.
- Facilitate effective communication within the service delivery continuum and between service delivery and program division (Head Office), acting as liaison with program divisions in head office on all matters related to policy, program development, standards, delivery models, and system enhancements.
- Research and prepare case-specific briefing notes, letters, and Ministerial Inquiry responses.
The ideal candidate will have a bachelor's degree in clinical areas related to health and/or social science or other related fields, with a related Master's degree considered an asset. Computer capabilities such as Word, Excel, and Outlook are required. The candidate must have excellent organizational skills, strong and effective communication (both verbal and written) and interpersonal abilities, which are critical to the successful performance of this position.
