Job Title: Senior Human Resources Consultant

We are seeking a highly skilled and experienced Senior Human Resources Consultant to join our team at the Winnipeg Regional Health Authority. As a key member of our HR department, you will be responsible for providing strategic HR guidance and support to our employees and management team.

Key Responsibilities:
  • Provide consultative direction and coaching to HR Consultants, Managers, and Supervisors on HR-related issues.
  • Respond to questions and address issues normally raised to the Director in their absence.
  • Represent HR on site and/or regional committees or working groups.
  • Consult on issues related to Performance Management, Attendance Support, and Respectful Workplace Complaints.
  • Interpret collective agreements and non-union policies, and work with Managers on the application of progressive discipline and grievance processes.
  • Support the planning and implementation of Labour Adjustments Initiatives, including relocation of staff affected by technological change, disablement, or lay-off.
  • Investigate workplace complaints, facilitate dispute resolution, and conduct exit interviews.
  • Initiate and implement recruitment activities to meet regular and special resource needs.
  • Support clients in organizational design and re-design, and provide expertise in reviewing and writing job descriptions.
  • Support talent management implementation, develop learning plans linked to talent management assessments, and provide coaching on future role development.
  • Support employee and leadership education, learning, and development, and write learning plans for individuals and teams.
  • Lead employee engagement initiatives to create a great work environment.
  • Use metrics, data, and reporting to support client needs and identify areas for workplace improvement.
Requirements:
  • Seven years of experience in a unionized environment successfully managing HR functions in progressively responsible HR roles.
  • Undergraduate degree in HR or a relevant discipline combined with a post-graduate certificate in HR management from a recognized post-secondary institution.
  • Chartered Professional in HR designation with current membership in good standing or equivalent is preferred.
  • Certifications in project management, HR, change management, and quality processes are assets.
