In this role, reporting to the Business Development and Estimating Manager, the Proposal Specialist will play a crucial part in coordinating, supporting, and drafting Requests for Qualifications (RFQs), Requests for Proposals (RFPs), Expressions of Interest (EOIs), and Market Sounding submissions. The Proposal Specialist will possess strong technical writing abilities and thrive in a fast-paced, deadline-oriented environment. Collaborating closely with both internal and external stakeholders, the Proposal Specialist will contribute to the development of high-quality submissions aimed at securing new projects. The time commitment for this position is approximately 70% dedicated to reading, writing, editing, and formatting, with the remaining 30% focused on organizational tasks.

Key Responsibilities:

  • Analyze and gain a comprehensive understanding of client proposal and bid requirements;
  • Establish proposal timelines and assign responsibilities, along with project and key personnel selection matrices;
  • Design templates for proposals, resumes, and project documentation;
  • Prepare, edit, and format sections of proposals and bids, including resumes and project sheets, in anticipation of submission deadlines;
  • Monitor and ensure timely delivery of proposal and bid components from both internal and external contributors, including health and safety documentation, proposal forms, financial support letters, and contributions from various authors;
  • Assist in the writing, formatting, and proofreading of proposals based on collaborative input;
  • Conduct research to gather relevant statistics, project work plans, and other information to enrich content;
  • Ensure compliance of all submitted content with proposal requirements;
  • Draft proposal and bid narratives on various construction-related topics, including methodologies, risk management, personnel management, work plans, cover letters, and summaries;
  • Organize and coordinate team meetings, prepare agendas, and document meeting minutes;
  • Print, package, and deliver final proposal submissions or submit electronically as necessary;
  • Manage document management systems such as SharePoint, OneDrive, or Dropbox;
  • Perform data entry to maintain the accuracy of pursuit reports and schedules;
  • Track and report on Key Performance Indicators (KPIs) and other team objectives;
  • Participate in pre-bid and post-bid debrief meetings, summarizing outcomes and lessons learned for the project team;
  • Foster an inclusive culture that promotes equity, welcomes diverse perspectives, and supports career advancement by creating a sense of belonging;
  • May provide general support to senior management as needed;
  • Occasional travel may be required.

Qualifications:

  • Exceptional communication and writing skills – Required;
  • A university-level degree in English studies or a background in journalism, communications, marketing, or a related field – Preferred;
  • Ability to thrive in a deadline-driven environment – Required;
  • High level of organizational skills – Required;
  • Proficiency in Microsoft Word, Excel, and PowerPoint – Required;
  • Advanced skills in Adobe InDesign, Photoshop, and Illustrator – Preferred;
  • Experience with SharePoint administration – Preferred;
  • Background in marketing and design – Preferred;
  • Technical expertise in civil, structural, or related technical disciplines, or construction experience – Preferred;
  • Familiarity with HardDollar software – Preferred;
  • Knowledge of the Canadian Press style guide – Preferred;
