SALARY GRADE: 8

HIRING SALARY RANGE: $ 125, $ 140,922.00 per annum

MAXIMUM OF SALARY RANGE: $ 156,580.00 per annum

AREA OF RESPONSIBILITY:

The individual in this role will report to the Director, Building/ Chief Building Official and will be accountable for overseeing and executing inspection services in compliance with the Ontario Building Code. This position involves the development, implementation, and monitoring of standards to ensure quality and consistency in inspection service delivery. The manager will ensure that inspections are conducted within mandated service levels and will maintain a comprehensive training and qualification program for inspectors.

Key responsibilities include:

  • Leading a diverse team of professionals tasked with inspecting buildings, plumbing, and HVAC systems to ensure adherence to permit plans, the Ontario Building Code, Zoning By-Laws, and other relevant legislation.
  • Collaborating with management to provide strategic direction and leadership to inspection staff, aligning with departmental goals and objectives.
  • Fostering a collaborative team environment through coaching, mentoring, and providing technical support to staff.
  • Developing and enforcing policies and procedures to guarantee timely completion of inspections in accordance with provincial and departmental timelines.
  • Coordinating inspector activities to meet service delivery standards and ensure uniform application of regulations.
  • Establishing a program for addressing complaints and managing the issuance of orders, including participation in public meetings and legal proceedings as necessary.
  • Preparing reports for senior management and city council as required.
  • Providing guidance and support to the Chief Building Official.
  • Liaising with various internal and external stakeholders, including designers, contractors, homeowners, and regulatory agencies.
  • Managing the operations of the inspections team, including training, performance evaluations, and disciplinary actions.
  • Developing and updating training programs for new inspectors.
  • Assessing staffing requirements and participating in the recruitment process.
  • Mediating technical and code enforcement issues and coordinating special inspections for significant projects.
  • Representing the division in departmental meetings and on committees.
  • Acting as an emergency contact for after-hours issues.
  • Undertaking special projects and assignments as required.

SELECTION CRITERIA:

EDUCATION:

  • Degree/Diploma in an Engineering program or related field required.

REQUIRED EXPERIENCE:

  • Minimum of 5 years of relevant practical experience in a construction or regulatory environment, with knowledge of the Building Code Act and associated municipal regulations.
  • 3 years of experience in a managerial or supervisory role in a related field is advantageous.

OTHER SKILLS AND ASSETS:

  • Strong management, analytical, organizational, and communication skills.
  • Proficient in MS Word and Excel.
  • Excellent public relations and customer service abilities, with a focus on teamwork.
  • Proven proficiency in both oral and written communication.
  • Must possess a valid non-probationary Ontario Class 'G' driver's license with a clean driving record.
