POSITION SUMMARY

Under the direction of the Manager of Building Engineering, the successful candidate will oversee the effective management and guidance of Building Engineering personnel. This role involves providing expert technical support, developing policies and procedures, and ensuring that all permit applications are reviewed and processed in compliance with the Ontario Building Code and relevant regulations.

KEY RESPONSIBILITIES

  • Act as the acting Manager of Building Engineering in their absence.
  • Collaborate with the leadership team within the Building Division.
  • Develop work schedules, assign tasks, and assess staff performance, including training and disciplinary actions.
  • Conduct regular audits of permit applications, approved plans, and other Building Division activities to ensure adherence to established procedures.
  • Ensure timely completion of routine tasks in accordance with divisional guidelines.
  • Provide training and mentorship to Building Engineers on code compliance, technical standards, and municipal regulations.
  • Investigate and resolve complex issues related to the Building Code and engineering practices.
  • Perform site inspections and assessments as necessary.
  • Recommend improvements to service delivery policies and procedures.
  • Engage with the public, contractors, and professionals to clarify regulatory requirements and mediate disputes.
  • Assist in the interpretation of regulatory requirements for the Plans Examination and Building Inspections teams.
  • Conduct plan reviews and issue building permits for significant development projects.
  • Prepare reports and recommendations regarding safety concerns related to buildings.
  • Participate in the recruitment process for new team members and recommend suitable candidates.
  • Represent the City on various technical committees and regulatory bodies.
  • Serve as an expert witness in legal proceedings as required.
  • Adhere to all Health and Safety legislation and City policies regarding Occupational Health and Safety.
  • Perform additional duties as assigned that align with the responsibilities of the position.

QUALIFICATIONS

  • Significant experience in building inspections, with a solid understanding of Civil Engineering principles related to construction, typically acquired through a relevant degree or equivalent experience.
  • In-depth knowledge of contemporary construction practices, the Ontario Building Code, and Zoning By-laws, preferably gained in a municipal context.
  • Membership with the Professional Engineers of Ontario is required.
  • Eligibility for appointment as an inspector under the Ontario Building Code Act is essential.
  • Proven ability to manage time effectively and prioritize tasks to meet departmental goals.
  • Strong leadership, communication, and organizational skills.
  • Experience in developing and delivering technical training and presentations.
