Primary Responsibilities

Reporting directly to the Chief Information Officer, the Head of Cybersecurity Operations serves as the key representative for the department, playing an essential role in overseeing IT security solutions and services.

This position involves collaboration with clients, senior leadership, and various federal and external agencies to recommend IT security solutions; influence the execution of departmental policies and priorities; and lead negotiations for service levels, contracts, and agreements.


Core Duties include, but are not limited to:

Overseeing the Cybersecurity Program:
manages financial and human resources, establishes goals, objectives, and priorities, prepares operational and business plans, and spearheads the development of work processes and standards;

  • Plans, directs, and executes the research, development, integration, coordination, implementation, monitoring, and maintenance of IT security solutions and services;
  • Oversees the development and application of IT security controls to ensure adherence to security policies.
  • Leads the formulation of corporate strategies and initiatives to ensure that IT Cybersecurity solutions effectively meet organizational requirements;
  • Addresses information security issues and breaches, reporting on identification, impact, investigations, resolutions, and remediation plans.
  • Acts as the department's representative with internal and external clients and stakeholders to negotiate service levels, assess IT security solution needs, provide guidance on IT security challenges, identify the necessity for IT security solution renewals, and reach consensus on overall departmental objectives and priorities for IT security solutions and services; Chairs departmental IT committees, participates in symposiums and seminars, maintains membership in professional associations, and consults with IT officials from other government departments or agencies, provincial governments, and the private sector to develop solutions to common IT security challenges;
  • Manages and provides overall direction for the IM/IT department; serves as an effective member of the IT senior management team;
  • Provides indirect oversight of contract employees.
Qualifications

  • Post-secondary education in an IT-related field (e.g., Computer Engineering, Computer Science, Information Technology, Business Technology Management – Digital Security, or a related field) or equivalent work experience;
  • A minimum of 5 years of practical experience in Information Technology Security, privacy, Cybersecurity, or related roles;
  • Information security professional certification preferred (CISSP, CISM, CISA, etc.);
  • 10 years of experience in the IT domain with some management experience;
  • Familiarity with common information security management frameworks such as ISO/IEC 27001, ITIL, COBIT, as well as those from NIST, including Cybersecurity frameworks such as ITSG-33;
  • In-depth understanding of IT security and the ability to manage departmental activities and resolve related issues, encompassing application security, computer science, IT infrastructure, cloud services, and various IT management and security practices;
  • Strong knowledge of Canadian and international IT security standards, trends, and developments in IT systems and technologies, and information system methodologies;
  • A proven ability to communicate effectively with both technical and non-technical staff across multiple disciplines;

  • Experience in advising senior officials on IT security solutions to develop appropriate IT security systems and negotiate service levels;
  • Experience in leading IT security initiatives and recommending collaborative initiatives with other organizations in the context of an evolving IT landscape;
  • Knowledge of contract management methods, techniques, and practices, as well as related policies and procedures, to develop, negotiate, and manage goods and services contracts, as well as capital expenditures related to the IT Cybersecurity program;
  • Strong understanding of legislation, regulations, and government policies to provide advice and guidance on IT security solutions and services to senior management, clients, and technical staff to ensure compliance in IT service delivery;
  • Principles, techniques, and practices of service management to deliver and maintain IT security solutions and services;
  • Demonstrated ability to thrive in a fast-paced, critical workload environment, effectively managing multiple and shifting priorities, tight deadlines, and competing demands from clients, stakeholders, staff, and senior management;
  • Analytical aptitude with an emphasis on investigative, methodical critical questioning and logical thinking; a data-driven decision maker;
  • Exceptional service orientation;
  • Ability to prioritize effectively and demonstrate dependability and follow-through.
  • High level of personal integrity, along with the ability to handle confidential matters professionally and demonstrate appropriate judgment and maturity;
  • Must be available for evening and/or weekend work (maintenance, updates, etc.) due to the unpredictable nature of Cybersecurity defense work.
