Job Overview

The Payroll Operations Supervisor is accountable for overseeing the daily payroll functions and ensuring the efficient operation of the payroll system within Home and Community Care Support Services. This role involves managing system administration, maintenance, and configuration of the payroll system.

Key Responsibilities

Payroll Oversight

  • Directs the preparation and distribution of payroll components to guarantee timely and precise service delivery.
  • Addresses and rectifies accounting distribution errors related to payroll processing.
  • Evaluates pension data for all employees to ensure accurate reconciliations.
  • Compiles and submits pension reconciliations to the relevant pension plan.
  • Maintains the payroll system and ensures the accuracy of payroll records.
  • Sets deadlines for payroll processing and ensures compliance.
  • Coordinates payroll data processing with Human Resources and Accounting departments.
  • Ensures adherence to the Employment Standards Act in collaboration with Human Resources.
  • Reviews manual calculations for accuracy in relation to payments, leaves, and benefits.
  • Supervises the completion of Records of Employment.
  • Develops and maintains payroll processes to ensure accuracy and completeness.
  • Ensures compliance with statutory deductions and remittances within specified timelines.
  • Prepares and files necessary reports to government agencies.
  • Oversees year-end payroll activities and reporting.
  • Prepares documentation for audits as required.
  • Generates routine and ad hoc payroll reports for management.
  • Ensures high standards of confidentiality and compliance with corporate policies.

Payroll System Administration

  • Acts as the system administrator for the payroll software, recommending enhancements to improve efficiency.
  • Ensures all payroll calculations are accurate and compliant with regulations.
  • Maintains records associated with payroll processing in accordance with legislative requirements.
  • Serves as the primary contact for the Human Resources Information System provider.
  • Establishes and maintains payroll security protocols.

Financial Responsibilities

  • Prepares monthly payroll journal entries for financial reporting.
  • Ensures compliance with financial reporting requirements.
  • Assists in developing the annual compensation budget.
  • Collaborates with Finance and Human Resources to reconcile payroll accounts.

Leadership and Management

  • Contributes to the development and implementation of departmental priorities.
  • Implements processes to ensure high-quality service delivery.
  • Advises on departmental policies and procedures.
  • Provides leadership to various teams and committees.
  • Ensures a safe working environment in compliance with health and safety regulations.
  • Promotes continuous quality improvement initiatives.

Human Resources Management

  • Fosters a positive work environment that encourages professional development.
  • Oversees staff training and development initiatives.
  • Manages recruitment and performance evaluation processes.
  • Encourages team collaboration and accountability.

Qualifications

  • Certification from a recognized payroll association or equivalent.
  • Post-secondary education in Finance, Payroll, or Accounting.
  • Minimum of five years of relevant experience, including supervisory experience.
  • Proficient in automated payroll systems, preferably in a unionized setting.
  • Knowledge of payroll legislation and reporting requirements.
  • Experience with pension plans and financial reporting.
