The System Modeling team is responsible for developing and maintaining advanced computer models of the Lightspeed constellation's end-to-end system, focusing on critical areas such as resource allocation strategies, regulatory compliance, coordination mechanisms, satellite payload power management, resource utilization efficiency, and spectrum management. We are in search of a proficient and experienced LEO Operations Research Specialist to enhance our team. In this role, you will leverage your expertise to formulate, implement, and resolve intricate optimization challenges within the Lightspeed System Model, aiming to maximize operational efficiency for the Lightspeed constellation.

Main Responsibilities
  • Utilize optimization expertise to accurately formulate optimization challenges and implement them within the Telesat Lightspeed System Model, employing appropriate solver parameters to significantly enhance performance and runtime, thereby improving operational efficiency.
  • Lead the optimization methodologies applied in Lightspeed analysis and system operations.
  • Develop new formulations to support additional features, constraints, and objectives introduced to the System Model, with the aim of maximizing performance and minimizing runtime.
  • Employ mathematical optimization techniques, including Linear Programming and Mixed Integer Programming, to design near-optimal solvers for use in system engineering and operational software.
  • Conduct objective trade-offs of algorithms and formulations.
  • Engage in the restructuring of the System Model to achieve overall enhancements in performance and maintainability, adhering to operations research best practices.
  • Collaborate closely with fellow engineers in the development of the System Model.
  • Interface with other teams to ensure successful integration of the System Model into production business applications as necessary.
  • Contribute to the design and development of key components such as end-to-end communication, resource allocation strategies, network entry mechanisms, network element management systems, service availability, EPFD compliance, coordination mechanisms, satellite payload power management, resource utilization efficiency, spectrum management, user terminal type integration, and operational concepts.
  • Provide technical leadership and guidance to system engineers regarding operations research best practices.
  • Stay informed about emerging technologies and trends in the operations research field, contributing innovative ideas to the design and operation of the Lightspeed constellation system.
  • Create and maintain high-quality documentation as required.
  • Collaborate with external partners, vendors, and stakeholders as necessary to ensure project success.
Education and Experience Required
  • Master's or Ph.D. degree in Operations Research, Applied Mathematics, or a related discipline.
  • A minimum of 10 years of relevant experience in this field.
  • Proficiency in utilizing commercial solvers such as Cplex, Gurobi, or Fico Xpress, as well as non-commercial solvers like Coin-OR or SCIP.
  • Strong foundation in optimization techniques for solving Mixed Integer Programming (MIP) problems.
  • Experience programming in languages such as Matlab, Python, Java, C, or C++.
  • Experience applying Operations Research to address business challenges.
  • Experience with space systems is advantageous.

  • Fluency in English, both written and spoken; proficiency in French is a plus.
Equipment Used
  • Computers operating on Windows and Linux platforms.
Decision Making and Supervision
  • This role involves making recommendations and influencing the design of the Lightspeed system.
  • This position does not have direct reports.

The successful candidate must be eligible to work in Canada and obtain clearance under the Canadian Controlled Goods program (CGP).
