Key Responsibilities:The Project Control Officer is tasked with establishing and executing the project control framework for the Darlington Nuclear Refurbishment initiative.
- Project Monitoring & Control: Create and sustain an accurate and current conceptual phase schedule. Integrate the sanctioned project plan into relevant project control systems (e.g., AS9, Ecosys). Configure necessary source systems (e.g., EBX, SAP, Oncore) and ensure coherence with project control systems. Conduct weekly updates on schedules and perform cost and schedule evaluations. Revise forecasts as needed and facilitate project metrics reporting along with variance assessments. Alert the Project Manager to any actual or potential deviations from the sanctioned budgets or timelines.
- Change Management: Ensure adherence to approved change control protocols. Prepare and secure approval for necessary change control documentation. Promptly update project costs and schedules following the approval of changes.
- Risk Management: Collaborate with project team members to monitor risks as per the Risk Management Plan, maintain the Risk Register, and recommend corrective measures as needed. Provide specific project information to the project team.
- Cost & Schedule Quality: Ensure the project schedule accurately reflects the current project plan, including field execution. Reconcile financial systems with project control systems, addressing any discrepancies and ensuring accurate forecasting and status updates.
- Cross-Functional Collaboration: Engage with all stakeholders to ensure project plans are consistently updated. Work closely with Finance to align financial systems with project control systems, obtaining cost and schedule status from resource providers.
- Business Planning: Establish and maintain project control budgets, including the development and analysis of annual business plans and control budgets. Ensure source systems are correctly configured to maintain alignment between costs and assigned budgets.
- Contractor Oversight: Monitor contractor performance against the project plan, identifying discrepancies and recommending corrective actions. Liaise with contractors to obtain necessary project control information.
- Project Closeout: Assist in the financial closeout process of projects, ensuring final reconciliations and the closure of project controls and source systems.
EDUCATION:
- A strong understanding of engineering or science relevant to project planning, scheduling, risk management, and control services is essential. Excellent interpersonal and communication skills are required, along with proficiency in business and computer applications for developing and maintaining project information, costs, and forecasts.
- This expertise is typically acquired through a four-year university degree in a relevant field such as Business, Finance, or Engineering, or through equivalent educational experience.
EXPERIENCE:
- Experience in project controls principles, theories, and concepts such as project scoping, risk management, estimating, budgeting, and scheduling is necessary. Familiarity with project management in a Nuclear environment, as well as engineering and construction management concepts, is required. Experience with various computerized systems and databases, including financial and work management systems, is also essential.
