Supply Chain Contract Manager

Telesat Canada is a leading global satellite operator, providing reliable and secure satellite-delivered communications solutions worldwide to broadcast, telecommunications, corporate and government customers for over 50 years. Our state-of-the-art fleet consists of 15 GEO satellites, the Canadian payload on ViaSat-1 and one LEO 3 demonstration satellite.
Job SummaryWe are seeking an experienced Supply Chain Contract Manager to join our team in Ottawa, Canada. The successful candidate will provide subject matter expertise in the effective acquisition of technically complex or commercially risky goods and services in support of Telesat company objectives and program needs.
Main Responsibilities- Contract Management: Develop and maintain a thorough understanding of corporate policies and purchasing processes to mitigate potential risks to Telesat in connection with supply chain management.
- Procurement Planning: Exercise independent authority in planning, scheduling, organizing, controlling and monitoring supply chain activities in connection with procurement of highly complex, developmental and specialized goods or services.
- Acquisition Practices: Implement effective and compliant acquisition practices which achieve program and company objectives.
- Supplier Management: Own contractual supply chain management functions for assigned vendors.
- Risk Assessment: Perform supply chain risk assessments, undertake due diligence tasks, champion the down selection and provide procurement expert knowledge in support of the engineering/project team.
- Contract Drafting: Collaborate with Legal department to draft and implement all contract templates including purchase agreements, amendments, renewals, Statements of Work, framework agreements, licensing agreements, consulting service agreements, non-disclosure agreements, general terms, correspondence and terminations.
- Supplier Performance: Manage supplier performance throughout the execution lifecycle by being responsible for sourcing, RFP preparation, proposal evaluation, negotiation, award, execution, administration and closeout phases.
- Contract Monitoring: Monitor established supplier contracts through to completion, including tasks such as organizing and attending periodic stakeholder meetings, reporting, manage scope change and variations to contracts, invoice approval.
- Problem-Solving: Use initiative and sound judgment in adapting procedures to identify and address unusual situations or issues, and develop creative solutions to resolve highly complex problems.
- Financial Stewardship: Demonstrate effective financial stewardship through budget monitoring and ongoing cost reduction goal setting to deliver value.
- Process Improvement: Seek out continuous improvements to procurement related systems and processes.
- Relationship Building: Establish, foster, and maintain good working relationships with suppliers and internal stakeholders from all operating units within Telesat.
- Education: Bachelor's or higher level university degree in a relevant discipline such as Commerce, Finance, or Engineering.
- Experience: 5+ years experience working in supply chain or procurement, ideally in complex technology-based environment with long-term programs with multiple supplier contracts.
- Professional Designation: Professional designation in Procurement (e.g., CSCMP) is desirable but not mandatory.
- Skills: Excellent interpersonal and communications (oral & written) skills, strong knowledge of purchasing ethics, practices, and policies, ability to think critically, solve problems and resolve issues, capacity to manage time in a fast-paced environment with occasionally overlapping priorities to meet or exceed requirements and expectations, detail oriented, highly motivated and results-focused, able to work independently as well as collaboratively part of a team, bilingual in English and French an asset (but not required).
