Health & Safety Advisor

The Health & Safety Advisor is responsible for administering and overseeing Big Lakes County’s Health & Safety Program to ensure a safe working environment for employees, contractors, and the public. This includes coordinating safety initiatives, inspections, incident investigations, training, and audits, while maintaining compliance with Alberta Occupational Health & Safety legislation and the County’s Certificate of Recognition (COR). The Health & Safety Advisor also manages the County’s WorkHub safety management system and provides guidance to management, staff, and the Health & Safety Committee in building a strong safety culture.

Key Duties & Responsibilities
- Administer and monitor the County’s Health & Safety Program in alignment with OHS legislation and COR requirements.
- Maintain the WorkHub safety management system and ensure records are accurate and up to date.
- Oversee and follow up on actionable items from facility inspections conducted by supervisors and workers.
- Coordinate internal and external safety audits, including scheduling, reporting, and ensuring recommendations are addressed.
- Coordinate and assist in the creation, implementation and follow‑up required for action plans arising from annual internal and external audits.
- Prepare agendas, meeting packages, and reports for the Safety Committee.
- Review incident reports and ensure proper documentation and follow‑up.
- Disseminate safety communications and updates to staff.
- Monitor compliance with provincial safety legislation, municipal policies, and best practices.
- Provide support and advice to staff regarding health and safety issues as needed.
- Support emergency preparedness planning, including response procedures, drills, and staff training.
- Prepare safety performance reports for senior management, the Health & Safety Committee, and Council.
- Promote a proactive and positive safety culture across all County operations.
Knowledge, Skills & Attributes
- Alberta Occupational Health & Safety legislation and compliance requirements.
- COR (Certificate of Recognition) audit protocols and municipal safety standards.
- Safety management systems, including WorkHub or similar platforms.
- Strong written and verbal communication skills.
- Excellent organizational and time management skills with attention to detail.
- Proficiency with WorkHub, Microsoft Office (Excel, Word, PowerPoint).
- Ability to conduct inspections, investigations, and audits.
- Skilled in preparing reports and presenting findings to staff, management, and Council.
- Facilitation and training delivery skills.
- Proactive, approachable, and collaborative.
- Strong problem‑solving and decision‑making ability.
- Ethical, professional, and committed to confidentiality.
- Adaptable to diverse work environments, including field visits to remote sites.
- Commitment to promoting a positive safety culture.
Education & Experience
- Certificate, diploma, or training courses in Occupational Health & Safety (NCSO designation an asset).
- Minimum 2–3 years of experience with safety program administration and auditing, preferably in a municipal or industrial environment.
- Experience with WorkHub or similar safety management systems.
- Valid Class 5 driver’s license.
Working Conditions & Physical Environment
- Primarily office‑based with frequent travel to County worksites, facilities, and field locations.
- Exposure to outdoor weather conditions, noise, and worksite hazards during inspections.
- Use of personal protective equipment (PPE) as required.
- May require flexible hours during emergencies or attend training sessions.
Health & Safety
- Ensure compliance with the County’s Health & Safety Program and OHS legislation.
- Promote safe work practices and continuous improvement in safety culture.
- Actively participate in the Health & Safety Committee and related initiatives.
- Take reasonable care to protect personal health and safety and that of others in the workplace.

Monday‑Friday 7:30 am‑12:00 pm
