Job Overview

Senior Real Property Administrator (Senior Property Manager)

Salary: $7,629 – $7,946 – $7,985 / month

Schedule: 70 hours per week, Monday to Friday 8:00 AM–4:45 PM (Nine‑Day Fortnight).

Special notes: CUPE 23 Inside Division Collective Agreement.

Responsibilities

- Lead on complex and unusual issues related to property administration while providing advice and guidance on lease, rental, management, maintenance and marketing of city‑owned real property.

- Develop, recommend and implement new and revised operating policies, procedures, occupancy and usage guidelines, property management methods, tenant orientation, retention and documentation procedures.

- Calculate the value of city assets, review data and prepare rental and cost‑benefit analyses.

- Conduct regular property inspections; recommend repair, maintenance or demolition; participate in the tendering process and recommend acceptance or rejection of bids; approve and monitor contracts.

- Coordinate construction progress; advertise and show properties for lease or rental; prepare and execute lease agreements; oversee rent collection; terminate tenancies in accordance with legislation.

- Implement energy conservation, emergency preparedness, health and fire safety, and preventative maintenance procedures; monitor third‑party property managers and maintenance staff.

- Review accounting, operating and reporting records; prepare budgets, funding requests, and council reports on budgetary, lease and rental matters.

- Provide research and technical support on property‑management matters for senior staff and Council; oversee website content related to property management.

Qualifications

- Bachelor’s degree in Urban Land Economics or a related discipline, plus courses in sales, marketing and negotiation, plus considerable related experience or an equivalent combination of training and experience.

- Thorough knowledge of property‑management principles, practices and procedures.

- Considerable knowledge of property values, real estate market conditions, trends and valuation and investment analysis methodologies.

- Sound knowledge of legislation, bylaws and regulations governing the work performed; working knowledge of processes related to property rezoning, subdivision, transfer of density, heritage and amenity bonuses.

- Ability to provide work direction, guidance, mentoring and feedback to other staff; prepare assessments, calculations and analyses; negotiate lease terms, rates and use clauses.

- Ability to establish and maintain effective relationships with internal and external contacts; prepare correspondence, records, reports and budgets.

- Excellent verbal and written communication; proficient use of related computer software.

- Driver’s licence for the Province of British Columbia.

- Eligibility for professional membership; membership in the Real Estate Institute of British Columbia required.
