The City is recruiting a candidate pursuing a Chartered Professional Accountant designation to fill the role of an Accounting Technician. The series includes three levels; progression depends on qualifications and operational needs.

Responsibilities

1. Maintain, analyze, and balance a variety of accounts, tracking discrepancies and preparing corrections.

2. Monitor flow of data to general ledger accounts, ensuring all information is processed according to established policies and procedures.

3. Prepare regular and ad‑hoc journal entries, perform necessary calculations, and ensure proper documentation and authorization.

4. Maintain or assist in the maintenance of subsidiary ledgers, review and reconcile to the general ledger, and prepare adjustments.

5. Prepare routine financial reports and statements; assist in the preparation of semi‑complex and complex financial reports.

6. Assist in the preparation of business plans, budgets, financial projections, year‑end working papers, and financial statements.

7. Oversee some clerical staff assignments (purchasing, payables, cash, receivables) to ensure accurate and timely financial information.

8. Prepare, review, and authorize various payments in accordance with Financial Management Administrative Standards.

9. Provide financial support to other divisions for projections, budgeting, and accounting processes.

Education and Qualifications

1. Completion of six CPA PREP modules (including Introduction to Financial Accounting, Introduction to Management Accounting, Economics and Statistics, plus two additional courses) for AT1; or nine modules (including Financial Reporting 1 and 2) for AT2; or an equivalent university degree with enrollment in the CPA PEP program.

2. Two years of related accounting experience for AT1; or one year experience as an Accountant Technician 1 or equivalent for AT2.

3. Knowledge of municipal accounting procedures and practices (General for AT1, Good for AT2).

4. Ability to control and balance accounting records and summaries.

5. Ability to prepare journal entries, record transactions, maintain records, and perform accurate calculations.

6. Ability to prepare financial reports and statements (Routine for AT1, Semi‑complex for AT2).

7. Effective verbal and written communication skills.

8. Ability to manage multiple tasks and deliver results on time.

9. Proficiency with financial computer applications and the Microsoft Office suite.

10. General knowledge of the City of Winnipeg’s PeopleSoft financial reporting system; proficiency within 6 months of appointment.

11. Ability to establish and maintain effective working relationships with colleagues, supervisors, and the public in accordance with the Respectful Workplace Standard.

12. For AT2: Experience in controlling and balancing accounting records and summaries.

13. For AT2: Experience preparing journal entries, recording transactions, maintaining records, and performing accurate calculations.

IMPORTANT: Applicants educated outside of Canada must obtain an official academic assessment report from a recognized Canadian assessment service.

Conditions of Employment

1. The successful applicant must maintain legal eligibility to work in Canada.

2. A Police Information Check satisfactory to the employer will be required at the candidate’s expense.

3. Continued enrollment toward Chartered Professional Accountant designation according to established timelines.

4. Continuing Education: Minimum completion of one PREP module every 18 months.
