SalaryThe salary range for this position is CAD $65.54 - $94.22 / hour Job SummaryWe are seeking a strategic and solution-oriented Executive Director, Internal Audit to provide innovative leadership for Internal Audit, Advisory Services and governance related programs (e.g. Whistleblower processes and Public Interest Disclosure Act). The Executive Director will support in the development of the department’s strategic plans, control practices and monitor investigations conducted across Fraser Health. The Executive Director will build strong working relationships with partners across Fraser Health and will communicate with leaders of other health authorities, the provincial government and other public sector organizations regarding best practices and internal control matters. The Executive Director will oversee the quality assurance activities including review of audit, advisory, and investigative files and reports. The Executive Director will utilize effective management techniques to provide direction, coaching and leadership to their team. Reporting to the Chief Financial Officer, the Executive Director will be a clear, caring, and courageous leader. The Executive Director, Internal Audit is accountable for:Developing, preparing, monitoring and implementing effective financial and workforce plans within operational demands and environmental constraints;On an annual basis, assists in developing a risk based Internal Audit Plan which considers the audit universe (all departments and programs across Fraser Health), which is approved annually by the Board of Directors;Reviewing audit reports and supporting working papers, and leads the team in presenting best practices, reporting findings and recommendations to clients;Serving as an educational resource to management to keep them informed on legislation, trends and other issues that could affect the organization's effectiveness, accountability and vulnerability to risk;Representing Fraser Health with external parties, including the British Columbia Ombudsperson’s office, Ministry leaders, health authority leaders and provincial working groups.#LI-DNI Detailed OverviewSupporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:Reporting to the Board of Directors, the Executive Director, Internal Audit is responsible for the Internal Audit Program at Fraser Health (FH); performs and reports results of financial, operational, information systems, regulatory, internal control and value-for-money audits as well as compliance audits related to adherences with all applicable policies, laws and regulations; facilitates broad-based risk assessment and mitigation techniques promoting best practices and producing continued evaluation of the "risk profile" of functions and activities; assists the organization to accomplish its internal audit objectives by bringing a systematic, disciplined approach to evaluation and improving the effectiveness of risk management, control and business processes.Duties include the planning, implementation and evaluation of financial, physical and human resources in support of the strategic and operational goals of Fraser Health; participates in the development of the mission, strategies and goals to ensure the optimum delivery of appropriate financial services for Fraser Health. Responsibilities Provides leadership and direction to FH, the Board Chair, and Executives in the adoption of leading practices for internal audit controls and processes.Develops, implements and evaluates strategic plans, goals and objectives for the department, ensuring such plans are consistent with the strategic directions/plans and policies of Fraser Health.Develops, implements and reviews policies, standards and procedures that will ensure the delivery of effective and efficient internal audit services for Fraser Health.Plans and implements operating and capital budgets for the Internal Audit department including budget preparation, authorization control and reporting of expenditures ensuring the effective utilization of the financial resources for the department within the objectives, plan and budgets established by Fraser Health.Plans and develops the outline audit plan for the year, integrating input from various sources and available resources; presents and obtains approval of the Finance and Audit Committee of the Fraser Health Board; facilitates the timely and efficient completion of the annual internal audit and related reports.Ensures the plan for each audit undertaken by the Internal Audit team is prepared and documented; provides directions to the Audit staff as they undertake the audit field work and develop their findings and recommendations.Provides leadership to all staff within the department and motivates them towards the attainment of the goals of the department and Fraser Health; develops and recommends organizational structures to reflect the operational needs and the responsibility of each employee and an on-going system for measuring performance.Reviews draft audit reports with staff and reviews reports with Finance and Audit Committee, management, CFO and CEO, as the case may be; reviews summary impressions and findings with the Finance and Audit Committee six times per year.Provides timely and ongoing feedback to Internal Audit staff through performance evaluations and identifying areas for improvement; ensures and/or provides professional development for department employees and participates in the management of human resource matters for the department, as required.Identifies and evaluates risks and internal controls in significant new initiatives and partnership opportunities, as required.Examines internal controls systems, risk management and organizational compliance programs and develops appropriate auditing strategies.Establishes effective administrative systems for maintaining, evaluating and reporting on the operations of the department including department activities and progress on objectives and projects.Maintains an ongoing communication with other Fraser Health employees and contractors, specifically Directors and Executives to share the purpose and activities of Internal Audit; provides consultative services to senior management on internal audit matters, as required.Represents Fraser Health through the participation on committees, organizations and advisory activities, as appropriate; attends meetings of the Finance and Audit Committee and Board, as required. QualificationsEducation and ExperienceMaster's Degree in a related discipline plus a Professional Accounting Designation (CA, CMA, CGA or CPA) supplemented by at least ten (10) years' experience in managing internal audit assignments in a large and complex environment, or an equivalent combination of education, training and experience. Certification as an Internal Auditor with the Institute of Internal Auditors is an asset and preferred.CompetenciesDemonstrates the leadership practices of the Fraser Health Leadership Framework of Clear, Caring and Courageous and creates the conditions for people to succeed. Professional/Technical CapabilitiesAdvanced knowledge of Generally Accepted Accounting Principles, Public Sector Accounting Standards, auditing standards, internal controls and best management and information technology practice.Uses strong leadership, strategic thinking, problem solving and innovation abilities to develop effective strategies and ensure support and attainment of goals.Project management skills and ability to supervise others.Ability to operate related equipment including related software programs.Physical ability to perform the duties of the position.
