Position Summary
This position provides technical support to the management of traffic infrastructure, oversees construction, and performs supervision of engineering projects and services. This position reports to a Senior Engineer. Duties & Responsibilities
- Provide technical advice, direction and recommendations, to help develop options, improvements, and business solutions for the management of City traffic infrastructure.
- Research and evaluate options for new methods and technologies (may include studies, planning, design, materials, construction, data/asset management, monitoring, modelling, operations, rehabilitation, maintenance, agreements/contracts, budgets/expenditures, and investment strategies).
- Interpret and analyze data, information, processes, programs, and problems and develop options, solutions, improvements and recommendations.
- Develop and recommend corporate City Operational standards, operation and capital programs, policies, management systems, and practices.
- Prepare technical reports, contract documents, estimates, change orders, vendor performance evaluations, progress payments, meeting agendas, terms of reference, construction safety documentation, proposals, technical memos, and correspondence.
- Interpret, recommend changes to, and administer pertinent City Bylaws.
- Initiate, develop, and conduct public consultation and information programs.
- Manage projects, work programs and budgets, and perform quality control & quality assurance, including contract administration.
- Receive and respond to concerns and enquiries from staff, the public, other departments, elected officials and the media.
- Responsible for coordinating, consulting, negotiating, and collaborating with outside agencies and stakeholders.
- Supervisor and direct staff, consultants, and contractors.
- Mentor, train, and advise employees and work teams in an environment that embraces innovation, changes, corporate values/initiatives, relationships, partnerships, and a respectful work environment.
- Participate in labour relation activities such as staffing, discipline, staff development, supervision, the direction of work, and performance appraisals of subordinate staff.
- Approve requisitions, expenditures, and other transactions within the limits of established authority and takes necessary action to protect civic monies and assets against loss and waste.
- Lead and/or advise on various departmental and organizational project teams or committees such as Occupational Health and Safety, community planning, business process improvement, etc.
- Ensure compliance of personnel, equipment, materials, contractors, and consultants at work sites to meet the Provincial Occupational Health and Safety Act, the City of Regina Occupational Health and Safety Manual, City of Regina Standard and Emergency Operating Procedures, and legislative and regulatory requirements.
- Develop and support Community safety operations. (This may involve the development of traffic accommodation plans for the construction and monitoring operation of traffic control during the construction, developing plans associated with the transportation of dangerous goods and wide/heavy/slow moving loads; developing plans and supporting emergency operations.)
- Perform related duties as required. Education & Experience
The knowledge, skills and abilities required for this position are obtained through the successful completion of a two (2) year Diploma in Engineering Technology such as Civil, Environmental or Structural or the successful completion of a University Degree in Engineering such as Civil, Transportation, Industrial, Mechanical or Environmental, with a minimum of five (5) years of experience in traffic or roadway infrastructure. A combination of education & experience will be considered. A PMP designation will be considered as an asset in this role. Knowledge, Skills & Abilities
- Knowledge of Public Works’ construction principles, processes, theories, statistics, technologies, standards, safety policies, materials, practices, and operations.
- Advanced skills to operate productivity software products (e.g. Word, Excel, PowerPoint and Access, software involving traffic modelling, progression, capacity analysis or maintenance management, MS Project) and the ability to operate specialized software such as AutoCAD Civil 3D, and Maintenance Management for analysis, planning and management
