**Summary of responsibilities**:
Reporting to the General Manager, Operational Programs, the **Manager, Training Development and Certification** is responsible for the design, development and ongoing maintenance of learning programs, both initial and recurrent, for screening contractor personnel in designated airports across Canada. By assessing the continually-evolving operational context and training needs of CATSA’s screening contractors as it relates to security screening, the Manager will ensure that those needs are met through the planning, design, and creation of a variety of training tools and methods, such as Instructor-Led Training (ILTs), On-the-Job Training (OJT), Facilitator Guides, Job Aids, E-modules, and In-Service Exercises. The Manager, Training Development and Certification will also work in close collaboration with the Manager, Learning Systems and Training Evaluation to ensure the alignment of training programs with learning systems and business processes, and provide support in the development of the training evaluation plans and performance metrics. The Manager performs all other duties and responsibilities related to the position as required.

**What you need to succeed**

**To qualify for the position, you must have**:

- Successful completion of a college diploma or university degree in adult education, business administration, management, or some other relevant program related to this function.
- A minimum of eight (8) years experience planning, developing and implementing training programs
- A minimum of three (3) leading teams and managing staff.
- A minimum of five (5) years experience developing and executing project plans and budgets to meet strategic objectives.
- Strong understanding of training development and adult learning principles.

**This position is best suited to individuals with the following skills and abilities**:

- Strong knowledge of traditional and modern training methods (mentoring, coaching, on-the-job or in classroom training, e learning, workshops, simulators, etc.).
- Strong communication skills, both oral and written in both official languages.
- Ability to interpret and synthesize complex information.
- Strong analytical skills.
- Strong focus on detail and quality.
- Ability to exert influence.
- Excellent planning, organizational, problem solving and project management skills.
- Ability to work with others in a team environment.
- Ability to support and motivate subordinates and maintain team morale.
- Excellent relationship management, collaboration and interpersonal skills, including strong conflict management skills with a demonstrated ability to work with diverse stakeholders and champion stakeholder acceptance.

**Valuable skills include**:

- Knowledge of CATSA’s mandate and priorities, as well as an awareness of relevant legislation affecting CATSA.
- Airport operational experience including liaising, developing collaborative working relations and establishing communication links with various external stakeholders within the airport industry.
- Superior skills in analysis and problem solving accompanied by an ability to synthesize and interpret complex information.
- Ability to identify risk and propose mitigation strategies.
- Knowledge of the theories and principles of quality assurance and monitoring.
