**Short Summary**:
Reporting to the Human Resources Manager, the Bilingual Human Resources Advisor role will be positioned as an expert in one or more core Human Resources (“HR”) disciplines, interfacing with the organizations leadership team to advise, counsel, and provide direction on all HR related matters, translating corporate HR strategies and expectations into operational initiatives and activities.

While leveraging resources within the shared services HR team, this incumbent will act as an HR leader for, recruitment and selection, employee relations, performance management, training and development, HR systems, and reporting.

Employee Relations
- Advises, consults and coordinates with organizational leadership teams (Directors, Managers and Supervisors) on human resources issues, including:

- supporting management throughout the employee relations cycle;
- In collaboration with the Human Resources Manager investigates internal workplace investigations and make recommendations to the Human Resources Manager for consideration pertaining to employee relations issues.

Talent Management
- In collaboration with the HR Associate, manages the Applicant Tracking System (ATS)
- Ensures the recruitment strategies remain relevant, ensuring the Company can attract and retain qualified and talented employees, while ensuring emerging trends are consistently utilized. Monitors and advises on end-to-end recruitment procedures providing recommendations for improves for all levels within the REC division.

Training and Development
- Reviews, updates and improves this training on an annual basis, using policies, procedures and updated legislative changes and Company culture as a guide.
- Recommends and implements development solutions that align with the Corporate business approach and HR strategies and objectives

Benefits Administration
- Administers all benefit plans and EFAP Programs for REC employees, including executive level.
- Completes all required benefit changes within REC, including new hire enrollment forms, terminations and other employment updates impacting benefit entitlements, and submits to appropriate contact in all applicable benefit software systems.

Disability Claims Management
- Coordinates with Canada Life and ill/disabled workers regarding any claim submission, in a timely and efficient manner.

Compensation
- Provides support to HR Manager with the annual compensation cycle, including employee communications and updates within ADP Workforce Now.

Performance Management Review (PMR)
- Administration of the online performance management system (emPerform) for REC division, including new hire enrollment, personnel and structure changes, and terminations, etc.

Health and Safety
- In Collaboration with the HR Associate and the Senior HR Advisor (CNT). Leads understanding and implementation of safe work practices, procedures and documentation Provincially.

Equity, Diversity and Inclusion
- In collaboration with HR Manager and Corporate Culture Manager. Attract and retain a workforce that reflects the communities we serve through outreach programs and creating strong community partnerships with specific community organizations.

**Qualifications**:

- A post-secondary education in Human Resources or an equivalent combination of education and experience is required
- A minimum of five (5) to seven (7) years of related Human Resources experience is required
- Certified Human Resources Leader (CHRL) designation in progress or achieved is an asset
- A minimum of two (2) years of experience with an HRIS (i.e. Workforce Now) is preferred
- Must be proficient in standard MS office software and equipment.
- Bilingualism required
