**PROGRAM**:Community Learning Services

**POSITION**:Program Manager / Literacy Outreach Coordinator - Full-time (35 hrs wk)

**PROGRAM SUMMARY**:
The Community Learning Services program delivers a variety of learning opportunities for community members. The Program cultivates community understanding of the broader definitions of literacy that embrace varied elements and methodologies of learning, and values and builds on traditional knowledge. The Program works in partnership with formal academic learning providers and other community serving organizations.

The Community Learning Services Program Manager is responsible for the delivery of adult, family, and community literacy services, as well as literacy outreach coordination between formal and informal learning organizations.

**PRIMARY RESPONSIBILITIES**:

- Deliver all aspects of community learning and literacy outreach programs, including one-to-one tutoring, group programs, drop-in literacy services, the Community Volunteer Income Tax Program (CVITP), and the Smithers StoryWalk project
- Secure financial support to operate and sustain the program, engaging multiple funders and community stakeholders
- Participate in community partnerships and networks that cultivate awareness of literacy programs, contribute to enhanced literacy service delivery, and illuminate gaps and concerns within the community
- Recruit and train volunteer tutors to work with learners; contract facilitators for group programs as needed
- Support Christmas Hampers Program with new books
- Facilitate two annual literacy events in partnership with the college and other community organizations
- Create a community awareness strategy that includes community outreach and utilizes various forms of information sharing including of social media
- Assist local organizations and service providers with developing plain language materials and perform literacy audits when requested
- Coordinate publicity and advertising for public literacy programming and events including creation and distribution of social media content, posters, advertisements, and brochures
- Maintain ongoing records of literacy activities for reporting purposes and tracking outcomes of literacy programming.
- Actively participate in program evaluations
- Complete all written reports and evaluations required by funders and complete annual reports and strategic plans, and work plans as required
- Develop and monitor annual program budgets in collaboration with the accountant
- Attend Managers’ meetings and actively participate on the SCSA Leadership team
- Attend virtual monthly meetings with provincial funders
- Performs other related duties as required

**Other Duties**
- Summer Step Up Program:
- Recruit, train, and supervise Summer Step Up Program Coordinator
- Work with Summer Step Up Program Coordinator to hire summer tutors
- Complete final report and all documentation required by funders with input from Summer Step Up Program Coordinator

**QUALIFICATIONS**:
Education
- Related post-secondary training and a minimum of two years experience in a similar position or a combination of relevant training and experience.
- Relevant training could include:

- Adult Education
- Literacy

Knowledge and Experience
- Experience working in adult education, program management, community outreach, and human relations
- Demonstrated experience overseeing projects; budgeting, measuring outcomes, evaluating and reporting
- Skilled at using various forms of media for marketing and promotion
- Certification in Occupational First Aid and Non-Violent Crisis Intervention (provided)

Skills and Abilities
- Ability to work with, and provide consultation to community agencies and staff
- Self directed and works well independently and as part of a team
- Possesses excellent written and verbal communication skills
- Intermediate Level 2 technical skills required
- Motivated, well organized and detail orientated person with the ability to prioritize
- Demonstrated ability to interact positively with SCSA board, staff, clients and the public in person and over the telephone

Working Conditions
- Regularly scheduled hours of work between Monday and Friday
