**Supervisor - Parks Operations (Arboriculture and Natural Areas Specialty)**
**(Temporary - up to 6 months)**

**Parks, Recreation and Facilities Department**

**POSITION FUNCTION**

Coordinate and supervise the work of the Parks Division. Provide customer service and supervisory leadership.

**KEY DUTIES**

Coordinate, assign and review the work of approximately 32 FTE involved in parks operation, plant production, horticulture, arboriculture, irrigation and Parks construction projects. Flexible and goal oriented in a changing work environment. Ensure schedules, procedures and established performance and safety standards are met; responsible for full supervision.

Plan, prioritize and monitor the section’s annual work programs; assist in preparing annual budgets; authorize and monitor expenditures; make recommendations regarding equipment, operational changes with related costs and staff resources. Provide excellent and efficient service to both internal and external customers in keeping with the City of Victoria’s Service Principles. Collaborate in a team environment to deliver work programs.

Conduct site inspections at various locations to review work progress and requirements; prepare project estimates including time and materials; staff resources and equipment requirements; requisition materials and equipment from outside suppliers; respond to general inquiries and complaints from the public. Liaise with and direct the work of contractors on construction and renovation projects; conduct inspections of construction sites to ensure project schedules, design, specifications, and safety standards are met. Assess and make recommendations in the selection and termination of external consultants, contractors and engineers; negotiate and resolve disputes and represent the City in mediation-arbitration as required. Actively seek to identify and solve problems quickly with effective solutions.

Maintain a variety of records such as activity reports, time sheets, vandalism reports, work orders and equipment requisitions. Prepare tenders and related documents including sole sourcing decisions. Work with other City Departments, input information into the City’s asset management program; interpret data and product reports; create schedules for capital works required to manage assets and coordinate the work.

Attend and participate in planning meetings with other sections, departments, or agencies on matters relating to the continued efficient operations of the division.

Perform related duties where qualified and required.

**INDEPENDENCE**

Work is reviewed by supervisor through weekly production meetings and reports as required.

Issues such as staffing matters and budgetary items are discussed with supervisor.

Issues such as removal of large trees or major expenditures are referred to supervisor with recommendations.

**WORKING CONDITIONS**

**Physical Effort**:
Lift and move heavy equipment and materials. (rare)

**Mental Effort**:
Short periods of intense concentration while preparing reports and estimating projects. (often)

**Visual/Auditory Effort**:
Focus on a variety of source data and VDT for short periods. (occasional)

**KEY SKILLS AND ABILITIES**

Organize and prioritize the work of a section.

Working level operation of current City word processing, spreadsheet and related specialty software.

Read and interpret engineering drawings, blue prints, utility information sheets and grade sheets.

Maintain accurate records.

Supervise and direct a large staff.

Establish and maintain effective working relationships.

Deal effectively with the public and outside agencies.

Supervise a safety program.

**QUALIFICATIONS**

**Formal Education, Training and Occupational Certification**:
High school graduation.

Technical School Diploma in a discipline related to Landscape Maintenance/Construction, Arboriculture or Horticulture or related field (2 years) or related Trades Certification (4 years).

Current and valid International Society of Arboriculture Arborist Certification and Tree Risk Assessment Qualification (TRAQ) based on assignment of position.

Accredited courses in management and leadership studies. (1 year)

Current and valid Class 5 BC Driver’s Licence.

**Experience**:
4 years of supervisor experience in the related field as specified

or an equivalent cmbination of education and experience.

**OTHER**:
May be requested to substitute in a more senior position.

**Work schedule: Monday to Friday, (40 hour work week)**

**$51.42 per hour, Pay Grade 16**
