Our mandate is to design, transform, and deliver the benefits and claims administration services offered by governments and other large organizations along with our consortium partners Advanced Solutions (which is our information management employer), NTT DATA, and EY.

Starting in the spring of 2023, PBC Solutions will administer Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs.

**Position Summary**

Under the broad managerial direction of the Business Operations Lead, the Product Owner acts as the business owner for a business program, product, or service and defines, shapes, and delivers the operational plan.

**Primary Duties**
- Guide and influence the identification, definition and prioritization of work alongside the Project Manager and Scrum Master.
- Implement solutions through Agile teams in collaboration with executives and operational leaders.
- Accountability for ensuring the integrity and security of technology systems.
- Provides expertise in strategic planning and program delivery stages, build relationships with leaders and Agile teams. Participates in planning and budgeting cycles by providing insight, forecasts and recommendations about initiatives.
- Support Workstream Lead(s) with defining project plans, project schedules, and project tasks and activities related to the area(s) assigned.
- Undertake assigned project tasks, including working collaboratively with other sub-projects, workstreams or external stakeholders as required.
- Organize, prepare, attend, and participate in project meetings.
- Chair and facilitate meetings where appropriate and distribute minutes with actions & decisions as required.
- Prepare or support preparation of client reporting and presentations. Provide analytical support to assigned workstream or projects.
- Perform other duties as assigned

**Required Experience**
- Minimum 5 years’ experience as a Product Owner or equivalent, including:

- Working within a Lean and Agile software delivery team
- Progressively senior roles in business and information technology
- Working knowledge of design thinking with Lean and Agile Software delivery

**Required Qualifications**
- University degree with an emphasis on product management, project management in an Agile environment, or operations management
- Certification in Scaled Agile Framework Product Owner or Product Manager or equivalent

**Required Competencies**
- Proven relationship building skills
- Ability to effectively plan, prioritize and follow through in a timely manner and with anticipation of potential roadblocks
- Strong oral, written, and interpersonal communication skills.
- Adaptability to changing priorities and evolving circumstances.
