**KEY FUNCTION**:
**REPORTING**:
Under the general direction of the Director, Information Systems and Technology.

**DUTIES**:

- Plan, investigate, recommend and implement methods of streamlining and increasing the efficiency of the select HIS performance.
- Act as a customer service representative for NEON Consortium members and potential partners on a day-to-day operational basis; act as a participant on the NEON Steering Committee and various working groups.
- Oversee contract management, including the development and negotiation of service level agreements, statements of work, and service level objectives.
- Evaluate and implement technology-based solutions to support demanding needs, including HIS and regional/provincial patient care systems.
- Develop business models to extend Information Technology (IT) services to external customers and perform the required due diligence.
- Establish project priorities and objectives, conduct needs assessment, and prepare budget; follow the best practice framework.
- Manage the implementation of local, regional, and provincial initiatives by adhering to project management principles.
- Coordinate the day-to-day utilization of human and material resources to achieve program functions.
- Develop, maintain, and review all IT-related policies and procedures.
- Foster and maintain positive relationships with internal teams and business partners to ensure effective customer service.
- Prepare a variety of reports to keep HSN and external agencies/stakeholders informed.
- Participate in the development of long-term goals and strategies.
- Develop annual budgets and assume fiscal accountability of the departmental operation according to approved budget.
- Manage human resources which include: recruitment, selection and training.
- Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action as required.
- Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
- Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
- Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
- Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
- Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.

**QUALIFICATIONS**

**EDUCATION AND TRAINING**:

- Minimum of a four (4) year Bachelor’s Degree in Computer Science or Health Studies, from an accredited university or equivalent.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

**EXPERIENCE**:

- Minimum of five (5) years’ recent, relevant experience work
