Join the Pension Payroll & Employee Benefits (PPEB) Division’s recently-formed Business Services section as the Budget and Operations Analyst. Here, you can make a huge difference with your skills related to financial analysis, budget coordination and preparation, research of key initiatives, reviewing and updating internal systems, and other supporting activities.

**Major Responsibilities**:

- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Prepares and analyzes the departmental/divisional budget including monitoring of program expenditures, staffing and revenues.
- Analyzes budget submissions for conformance to corporate policy and rules, performs comparison with prior year and identifies issues.
- Provides technical advice and support to staff with problems/issues during the development of budget.
- Prepares and/or presents the capital and operating budget to management and/or Administration Committee.
- Undertakes detailed analysis and recommends corrective action to management related to operating and capital variance reporting, budgeting and financial control.
- Provides financial, budgetary and administrative advice, guidance and analysis to support the delivery of services by divisions.
- Uses insight into the division’s budget to assist with Complement Management activities
- Monitors in-year operating and capital budget adjustments and position adjustments.
- Reviews financial documents to determine correctness and validity of accounting information.
- Provides support to operating managers and directors by monitoring key performance and financial indicators.
- Develops financial and management reports for review by senior management.
- Develops and maintains financial and statistical databases.
- Conducts special studies and analysis of programs, estimates, expenditures and revenue.
- Ensures the completion ongoing procurement activities and year-end city-mandated deliverables
- Prepares reports and briefing notes, presentation material for staff on financial and administrative matters.
- Provides, training and technical support to other financial staff.
- Participates on special corporate project teams as an administrative/financial resource.
- Prepares special analyses as required by management.
- Provides costing information for provincially mandated performance measures in accordance with Municipal Performance Measurement Program.

**Key Qualifications**:

- Post-secondary education in a discipline pertinent to the job function (e.g. business administration/accounting/financial management) or equivalent combination of education and experience.
- Considerable experience in budget development, financial analysis, forecasting, reporting and budget control.
- Considerable experience working with SAP or other ERP (budget and accounting), policies and processes.
- Considerable experience in conducting detailed and/or non-structured research, analysis, forecasting and interpretation of data with minimum supervision, in a fast paced changing environment with tight timeframes.
- Experience in complement management and an ability to assess the budgetary impacts and feasibility of, divisional employee movement.
- Ability to conduct financial trend analysis and propose effective strategies.
- Highly developed analytical, conflict resolution, problem solving, facilitation, and presentation skills with the ability to develop and recommend effective solutions.
- Superior interpersonal and communication skills with the ability to collaborate with various levels of cross-divisional staff.
- Familiarity with government legislation in the area of occupational health and safety.
