Morinville, Canada Sturgeon County Full time

The Special Projects Officer will provide project management for the process water and waste management portfolio for the County. The focus will be on waste to resource feasibility, governance, and implementation. Weekly work prioritization will be based on the workflow and workload for the different waste management initiatives and County direction.

**KEY DUTIES AND RESPONSIBILITIES**

**Waste Management and Process Water (65%)**
- Represent the County by managing consultant(s), review reports, attend meetings, conduct analysis, provide briefing notes, and key messaging, review, and track progress financials, and provide recommendations.
- Ensure that operational requirements and inputs are included in all plans and designs.
- Utilize project management methodologies to develop and maintain comprehensive project documentation.
- Reviews data and provides feedbackto the Manager, Utility and Waste Management Services on quality, compliance, schedule, costs, and overall performance for waste management projects.
- Undertakes various needs analyses, including developing workplans, program development and scoping.
- Other waste management initiatives as directed by the County.

**Governance (15%)**
- Waste management bylaw and document review and revision, residential disposal fee review and recommendations, governance documents (governance report content), progress meetings, etc.
- Provide support on process water bylaws and document reviews and revisions, governance documents (governance report content), progress meetings with AIHA from a technical perspective.
- Meeting coordination, develop agendas, and prepare records of discussion that highlight recommendations/action items to be followed up on key projects and initiatives.
- Oversee the development and implementation of the Sturgeon County Strategic Waste Management Plan.

**Feasibility Study (15%)**
- Assess viability for new waste management services.
- Lead and coordinate studies required to support waste management projects.
- Undertakes and/or coordinates research, environmental scanning, and analysis in support of various waste management priorities.

**Other Related Duties (5%)**
- Performs other related duties as assigned.
- Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
- Adheres to all of Sturgeon County’s policies, bylaws, procedures, and processes, as well as align work to the Sturgeon County values.

**KNOWLEDGE, EDUCATION, QUALIFICATIONS, SKILLS, ABILITIES, AND EXPERIENCE**

**Required**:

- A post-secondary degree in Civil or Environmental Engineering or Environmental Sciences Discipline.
- Equivalencies of education and experience may be considered, including Civil Engineer Technologist.
- Membership with APEGA (Association of Professional Engineers and Geoscientists of Alberta)
- Member of Alberta Water and Wastewater Operators Association (AWWOA)
- A minimum of 3 years of experience in a related field.
- Familiarity with all aspects of solid waste management and process water design and operation.
- Strong understanding of the tendering and evaluation process for projects.
- Understanding of the budgeting process and financial accounting.
- Ability to understand and design projects, explain, and put in writing the specified requirements and standards to be put in place by the tender documents and contract.
- Ability to read, research, follow, and understand processes, procedures, and policies to perform work in accordance with expectations.
- Proficiency when using all Microsoft Office Programs (Excel, Word, and PowerPoint, etc.)
- Driven, motivated, self-starter that can determine necessary course of action in new and unique situations, and effectively determine when feedback or input is required from others.
- Ability to regularly engage and collaborate with stakeholders to facilitate open and thought-provoking discussions to address current and future needs of the county.
- Ability to prioritize and manage time effectively, working well and effectively under pressure while meeting deadlines, including strong project management and organizational skills and the ability to motivate others towards achieving a common goal.
- Ability to professionally engage, generate mutual understanding, create a shared vision, and build working relationships in an environment of diverse stakeholders.
- Proven ability to reach agreement with others in an objective, logical and sensible manner.
- Proactively identify and recommend sound solutions to leadership that are based on experience, research and understanding of the organizational goals and priorities.
