The SPL collaborates extensively internally and externally on Sustainable Procurement, provides recommendations on strategy, keeps up to date on emerging trends, and maintains a best practice Sustainable Procurement program in alignment with the Council approved Social Procurement Framework and Sustainable Procurement Action Plan.

**As the Sustainable Procurement Liaison (SPL) you will**:

- Provide strategic support in developing, implementing, and reporting on the sustainable procurement program at the City of Winnipeg
- Consult with and provide day to day operational support and guidance to internal contract stakeholders
- Develop and deliver training on sustainable procurement best practices to ensure long term program success
- Represent the City of Winnipeg at internal and external Sustainable Procurement events
- Report on and deliver annual Sustainable Procurement Program metrics to Council

**Your education and qualifications include**:

- A Bachelor’s degree, diploma or certificate in environmental sciences, supply chain management, sustainability, public policy or related discipline; an equivalent combination of education, training, and experience may be considered.
- Supply Chain Management Professional (SCMP) designation, Certified Public Procurement Officer (CPPO) and/or other relevant professional designations.
- Four (4) to Six (6) years of progressive related experience working in the area of sustainable (environmental, ethical, social and Indigenous) procurement of goods and services in a large organization, or in the area of public policy, preferably within a public sector environment.
- Experience in social and sustainable procurement policy and program development and delivery.
- Experience in a formal leadership role within a large and complex organization (asset).
- Experience working in a unionized environment (asset).
- Knowledge of public sector purchasing trade agreements, partnerships and applicable regulations.
- Sound working knowledge of procurement and project management principles.
- Sound working knowledge of change management principles.
- Good understanding of environmental and social impacts and ways to mitigate these impacts and encourage positive impacts in procurement.
- Strong conflict resolution and negotiation skills for solving complex and sensitive issues.
- Effective leadership skills including the ability to act as a change agent to champion strategy development, program implementation and continuous improvement.
- Strong interpersonal skills to collaborate effectively with various internal and external stakeholders at all levels including elected officials, diverse groups of executives, colleagues, employees and citizens.
- Strong analytic and problem solving skills to assess issues and achieve desired outcomes.
- Excellent verbal communication skills to present information to various stakeholders, including ability to conduct formal presentations.
- Facilitation skills for working groups with internal and external stakeholders at various levels.
- Excellent written communication skills for the preparation of various internal and external documents.
- Strong strategic planning skills coupled with ability to analyze issues on a broad business level and set priorities.
- Proficient in a Windows based environment with a strong working knowledge of Microsoft Office products including Word, Excel, Outlook, PowerPoint and SharePoint.
- Class 5 drivers license (asset).
