Reporting to the Branch Manager, this position will support the integration, reporting, and coordination of Integrated Infrastructure Services (IIS) renewal programs, projects, and composite capital profiles.

Working closely with project management teams and leadership, this position will lead profile management by maintaining an accurate accounting of requests for funding. This is done by balancing capital profiles using project and financial data, forecasting, and ensuring funds are leveraged to provide the needed investment in municipal assets. Using a systems-thinking approach, you will identify trends and emerging concerns, identify areas for improvement, and make recommendations.

To be successful, you must have the ability to build successful and collaborative relationships at all levels within the organization. Using a broad network of stakeholders, this position will act as the bridge between financial requirements and project management to ensure service needs and physical condition needs of municipal assets are met.

- As an agent of IIS leadership, implement the renewal program financial management strategy and processes
- Coordinate capital profiles in a holistic and integrated manner, including identifying trends related to capital spending and develop strategies to improve management of programs and capital profiles
- Support Department Strategy Section and Financial and Corporate Services with capital budget adjustments
- Review project change requests to confirm that they can be accommodated with the approved Capital Profiles, and work collaboratively with project teams to develop funding strategies if required
- Conduct in-depth analysis of financial expenditures, including trends and burn rate of funding sources
- Collaborate with project teams to set goals for the financial management of IIS capital profiles
- Develop and implement processes to support ongoing continuous improvement of the program and capital profile health
- Develop controls to assist in a cohesive capital profile management system with a goal of maintaining the program health
- Implement a robust and proactive stakeholder collaboration plan and process
- Make recommendations to leadership teams regarding program and profile health, budget, spending decisions and raise any potential concerns as an agent of IIS leadership
- Monitor project cash flows across the capital profiles and movement of funding between projects and capital profiles
- Demonstrate ownership and stewardship of the Renewal and Growth Foundational Principles
- Leverage existing processes & tools for capital profile and renewal programs
- Perform other related duties as required

**Qualifications**:

- A university degree in a related field, such as business administration, finance, accounting, public administration, architecture, planning or engineering or a discipline as required by area of specialization
- Certification or coursework or training in asset management, project management, financial management, public administration or other leadership training is an asset
- Minimum of 4 years directly related experience in a combination of strategic or operational business planning, working with corporate measures and budgets, policy development and project and program management experience
- Experience working within the public sector is an asset
- Extensive knowledge of project and program management processes and methodologies
- Experience analyzing, compiling and making recommendations regarding strategic issues
- Knowledge of corporate priorities, strategies and initiatives, and reporting timelines
- Experience analyzing, compiling and making recommendations regarding program and financial data
- Significant ability to understand and execute oral and written instructions of an advanced nature and ability to express complex ideas and concepts effectively
- Skill and expertise in collaborating with integrated teams of various levels and disciplines and working in a collaborative manner
- Ability to establish and maintain effective relationships
- Significant skills and ability in project and process management including the ability to effectively gather synthesize and analyze data
