**Our Team**:
Children’s Services is the service system manager for the early years and child care system in Waterloo Region. Our team is looking for a motivated leader who will support growth in the child care system, through working closely with child care providers, community and Regional partners. You will also play an important role with developing and implementing strategies to strengthen the local early years and child care workforce.
**The Opportunity**:
As Supervisor, Child Care Development you will lead the implementation of plans to increase the supply of quality licensed child care spaces in Waterloo Region and support the early years workforce, in alignment with provincial and federal growth strategies. You will supervise program administration and delivery, including administering funding and Requests for Proposal (RFP) processes, developing frameworks and guidelines, and reporting. You will provide expertise and guidance to child care providers to ensure practices meet requirements and quality standards, and to support capacity building in the sector. You will have the opportunity to collaborate with community partners such as school boards and community organizations to identify opportunities for child care growth. You will be responsible for ensuring the implementation of plans that align with the Region’s overall early years and child care system priorities for equitable, inclusive, accessible, and affordable child care that meets the needs of the community.
You will lead the implementation of plans to support the creation of new child care spaces, based on strategic directions and Ministry and Regional standards and requirements.
You will ensure growth addresses system gaps, priority populations, geographic areas, and other equity-focused priorities for those facing the greatest barriers to child care access, including special needs, Black, Indigenous, Racialized, and other under-represented families.
You will recommend funding approaches and develop policy and guidelines for management approval based on your interpretation of provincial guidelines and develop strategies for home
- and centre-based child care operators to support dispensation of funding.
You will lead RFP and procurement processes, develop specifications, review submissions, and recommend award for approval.
You will work with community partners such as school boards and community organizations to identify opportunities for child care growth.
You will meet with provider to review operational plans and practices to ensure compliance with agreements.
You will provide advice and support to centre-based and home-based licensed child care operators to build capacity related to child care operations and recommend inclusive, equitable, accessible, best practices are included.
You will supervise funding distribution and contract administration.
You will review operator submissions including financial information and business plans to ensure integrity and monitor expenditures against budgets.
You will participate on and lead working groups and committees related to system growth and new program development. You will facilitate consultation processes, including meetings with families and community partners.
You will monitor programs and keeps management informed of progress to support the achievement of targets and outcomes in alignment with the Service System Plan and Ministry and Regional expectations.
You will prepare reports on program delivery, financial and administrative reporting requirements for submission to the Ministry. You will also prepare and presents reports to senior leadership, committees of Council, and stakeholder groups.
You will monitor the program budget, develop plans related to program delivery and operational cash flow projections.
You will liaise with peers in the local and provincial child care sectors to exchange information and best practices.
You will work with Legal and Finance staff to facilitate tendering processes, develop contracts, and administer payments.
Performs related duties as required.
Knowledge and skills are normally acquired through a related university degree/college diploma, plus progressively responsible experience in licensed child care operations.
