**Position Purpose**
Directs the planning, organization, execution and continuous improvement of all aspects related to the efficient delivery of the Ottawa Academic Health Network (OAHN) and its committees (Leadership Committee, Research & Innovation Subcommittee and Academic Subcommittee) and programs on behalf of the university, the hospitals and their research centres. Translates strategies into program plans and deliverables in support of meeting program objectives while promoting service excellence. Ensures collaboration among network members and program staff; establishes processes and procedures that optimize resources contributing to the overall success of the OAHN. Develop, propose and execute analyses, develop strategies and carry out projects following mandates entrusted to him/her, while supporting reflection and decision-making on the main objectives and strategies to be implemented, particularly through consultation and feedback of the OAHN Leadership Committee and the network members, to promote the achievement of the targeted results.
**Specific Accountabilities**
- Directs all ongoing operational activities in support of core program delivery including administrative and financial functions, resource allocation, monitoring and communication. Coordinates cross-project activities of inter-connected projects within the program scope with the objective of maximizing resources and enhancing communication. Acts as management liaison with services whose contribution is a key input to program success, as well as to ensure effective communication and collaboration on areas of common interest.
- Ensure the diligent preparation of the governance documentation necessary for the activities of the OAHN Leadership Committee, Research & Innovation Subcommittee and Academic Subcommittee to ensure an optimal and informed flow of activities. Serve as OAHN representative on external committees.
- Analyse needs and plan strategic activities by collecting or sharing innovative ideas and evidence-based information related to program delivery. Define and translates committees’ decision, global program objectives and needs into short-, medium
- and long-term operational plans. Identifies risks to success and implements contingency measures to ensure program continuity. Plans all key resources, human, material, financial and space, towards meeting program objectives.
- Devises key performance indicators and ensures accurate tracking of data for evaluating performance against program objectives. Analyses performance trends and adjusts program elements accordingly. Monitors industry trends and norms to introduce innovations into program planning and delivery and ensures continuous alignment of deliverables with global objectives of the sector while favouring service excellence. Given the ongoing nature of programs, ensures that program deliverables continue to evolve with the evolving needs of program participants.
- Human Resources Management: Supervises operations staff of the program. May oversee the work of additional staff assigned to special projects within the scope of the program to ensure alignment with overall program goals. Responsible for recruitment, professional development, performance management and conflict management for the staff under his or her responsibility.
- Prepare, design and implement communication plans to ensure a clear understanding of the broad objectives and strategies chosen to implement transparent and consistent communication with all stakeholders and the entire community. Effectively communicates the link between program objectives and the overall vision of the network, while consistently supporting and upholding its reputation.
- Conducts quantitative and qualitative research and analysis to develop reliable data and indicators that are essential to the network projects and initiatives. Draft discussion and consultation papers, performance reports and academic policies, in consultation with all parties involved, to ensure that the institution adapts to new realities.
**Knowledge, Experience and Skills**
- Post-Graduate degree from a recognized post-secondary institution in a relevant field or acceptable combination of education, training and/or experience - PhD is an asset
- 10 years of progressive management experience, more specifically in operations management and planning, project management, financial and human resources management and governance management; preferably in a university or hospital environment.
