We have an exciting opportunity for a highly motivated Procurement Specialist to join our team to coordinate and manage purchase of goods, services and construction in accordance with strategy, applicable laws, policies and procedures. This position will assist with refining specifications and assess risks in order to develop Request for Proposals and other competitive bid processes. Reporting to the CFO, and working with the Senior Procurement Specialist, the Procurement Specialist is responsible for:
- Facilitating competitive bid processes including providing expertise in the development of bid packages, drafting of project scope, evaluation criteria, and contract award;
- Provide procurement and contract management services for a variety of goods, services and construction across the organization, including amending or extending of contracts as required to ensure risk to the Town is mitigated;
- Contract administration, negotiation, performance monitoring, and dispute resolution;
- Provide oversight and reporting of purchases and associated reports in the Town’s financial system;
- Providing general on-going training for staff regarding existing purchasing practices, software, legislation, policies and procedures;

**What you Bring**:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is equivalency to:
- A degree in Supply Chain Management, Finance, Business, Legal Studies or a related field;
- Related Designation (CPPO, CPPB, or SCMP) is preferred;
- Experience in professional public sector procurement, contract law, and trade agreements are strongly preferred;
- 3 or more years of related work experience representing continuous learning;
- Strong communication and interpersonal skills;
- Ability to build solid relationships;
- Strong negotiation skills;
- High level of proficiency with Microsoft Office Suite;
- Experience with Enterprise systems is considered an asset.
