Supervises corporate fleet asset management and performance plans (approximately 850 vehicles including police/excluding transit). Coordinates the annual update of corporate fleet 10-year capital replacement and procurement plans. Leads fleet acquisition and rationalization processes and quality assurance programs. Provides advice to client departments, and conducts business needs and functional requirement reviews. Supervises administration of the fleet management information system (FMIS), data, and reporting.
- Duties/Responsibilities
- Supervises a Fleet Coordinator, Fleet Analyst, and Fleet Clerk.
- Administers policy and procedures developed with Manager, for corporate fleet asset management, procurement, acquisition and remarketing, quality assurance programs, motor pool, vehicle up-fitting, utilization, warranty, and FMIS. Ensures related documents and manuals are in place, monitored, and updated.
- Jointly supervises administration of FMIS. Monitors and audits to ensure data integrity/accuracy of vehicle/equipment information, analysis, and reporting, and training/support to users, including for inclusion in asset management capital replacement plan programs.
- Acts as a main point of contact for staff/management, and provides technical advice related to procurement planning, acquisition and remarketing, capital replacement financing, new vehicle/equipment requirements, and other issues. Supervises fleet motor pool structure, and redeployment of vehicles to support seasonal and long term needs. Coordinates contract agreements for vehicle/equipment rentals not supported by the motor pool.
- Supervises the coordination/facilitation of meetings with project teams and client departments. Receives and analyses client requests for new vehicles and equipment; validates needs; identifies solutions; submits recommendations; and assists Manager to create reports for Council/CAO approval.
- Develops and maintains classifications and condition index structures for vehicles and equipment. Supervises new vehicle and component warranty claims and coordinates warranty administration.
- Assists Manager to prepare capital and operating budgets. Administers and monitors same, including annual procurement budget. Prepares and signs purchase orders. Approves invoices and purchase requisitions. Has a P-card.
- Coordinates procurement and service contracts for vehicle and equipment up-fitting, conversion, and specialized work (e.g., police patrol conversion, pickup and van outfitting, fabrication and modification). Maintains related cost/performance data. Leads vehicle equipment design and system/equipment selection groups. Ensures collection and maintenance of new vehicle and equipment information.
- Jointly supervises a 24-hour fleet emergency service response program.
- Leads technological assessment projects. Researches technology, vehicles/equipment, and environmental issues.
- Has contact with vendors and agencies, including Ministries regarding fleet-related information needs. Reviews equipment requirements with vendors and coordinates vehicle demonstrations, rentals, specification research, training, and warranty adjustments. Establishes user needs and reviews equipment utilization and performance with client departments and contracted services.
