Position Summary
The Fire Marshal is responsible for leading the development and implementation of a comprehensive fire prevention program that includes fire code enforcement (Regina bylaws and provincial legislation), inspections (of both plans and buildings), investigations, record management, and public education. As a member of the Department’s management team, this position leads and/or participates in Fire and Protective Services or City-wide projects and special initiatives. The Fire Marshal plays a crucial role in ensuring fire and life safety throughout the community and works collaboratively with various internal and external stakeholders to achieve these goals. Key Duties & Responsibilities
**Operational Planning**: Develops and implements annual plans, objectives, and targets. Establishes policies and procedures to support programs and stays informed of industry trends.
**Financial Management**: Manages Branch budget, forecasting, and expenditure analysis. Ensures financial practices meet City standards and proactively mitigates risks.
**Stakeholder Relationship Management**: Advises senior leaders and collaborates with community partners on fire prevention programs. Leads public education sessions and engages stakeholders.
**Human Resource Leadership**: Supervises branch staff, providing leadership, training, and performance management. Addresses employee relations and ensures compliance with agreements.
**Risk Management**: Develops policies and procedures to manage risks. Participates in audits and ensures compliance with legislation and regulations.
**Operational Accountabilities**: Leads fire scene investigations, conducts code compliance inspections, manages records, and provides reports and evidence for legal proceedings.
Key Qualifications
Extensive knowledge of fire prevention, suppression, and investigation practices.
Strong understanding of relevant national, provincial, and civic legislation/bylaws related to fire services.
Experience with technical fire suppression systems and ability to interpret blueprints and technical specifications.
Proven experience in program/service delivery models, policy development, planning, budgeting, and human resources management.
Demonstrated ability to analyze complex situations, make sound decisions, and lead change initiatives.
Exceptional communication and interpersonal skills for engaging with stakeholders, providing public education, and managing staff.
Ability to handle high-pressure situations, particularly during emergency scene investigations. Working/Other Conditions
The role involves a combination of office work, external presentations, and attendance at fire scenes for investigation purposes.
The Fire Marshal may be exposed to heightened physical, visual, auditory, and concentration demands when attending emergency scenes.
Environmental working conditions include outdoor and emergency settings, which may involve exposure to various weather conditions and hazardous environments.
