**Our Solid Waste Services Department is seeking a Program Manager, Solid Waste Community Engagement who will lead the Solid Waste Community Engagement team, and be an integral part of Metro Vancouver’s team helping the region advance zero waste and the circular economy.**

**You are: An experienced professional with a degree in communications or a related field who demonstrates innovative approaches to engaging the public, First Nations and other interested parties. You have experience in waste reduction and recycling and advancing zero waste and the circular economy. You have worked on complex multi-stakeholder issues achieving outcomes that advance the interests of all parties.**

**The Program Manager, Solid Waste Community Engagement reports to the General Manager and falls within our Management / Leadership, Level 3B job family.**

**This role**:

- Leads the Solid Waste Community Engagement team to design and deliver programs, policies and initiatives for various Solid Waste Services projects and priorities.
- Accountable for budget preparation, reporting and resource allocations; monitors and controls spending ensuring the effective and efficient expenditure of allocated funds. Works closely with the General Manager to determine overall priorities and establish work plans; forecasts operating costs; monitors work for cost savings opportunities; and implements strategies and systems to effectively use resources.
- Develops engagement strategies, budgets and timelines for solid waste operations and infrastructure projects such as facility development, solid waste policy and program development, disposal ban implementation, disposal ban effectiveness and tipping fees.
- Leads diverse engagement initiatives including First Nations, stakeholder, and public engagement. Oversees the implementation of programs, evaluates effectiveness, and makes adjustments to ongoing or future programs as required. Collaborates with engagement Program Managers in other departments to share information, economize resources and establish consistent standards, systems and processes.
- Leads the development and delivery of communications work for the department in coordination with External Relations and multi-media staff. Identifies communication requirements and associated resource requirements, and assigns and monitors work for various divisions in the department. Oversees communications work for initiatives such as informational resources for residents; business advertising; editorials; surveys; newsletters; website content; transfer station communications and signage; reports; events and public inquiries.
- Hires, supervises, directs and develops staff performance monitoring in accordance with goals and objectives. Ensures adherence to corporate policies and collective agreements and provides feedback regarding development and performance expectations. Leads, coaches and mentors staff recognizing the importance of training; develops and sustains a flexible workforce and encourages staff to pursue opportunities that complement their skills and experience.
- Works collaboratively with staff to resolve technical or interpersonal issues they have while doing their work. Acts as a resource to staff members for advice and guidance on problem situations. Monitors work assignments ensuring they are adequately staffed and on target.
- Develops and maintains effective working relationships with internal and external parties, including the Province of B.C., the Fraser Valley Regional District, First Nations, member jurisdictions, government agencies, waste and recycling industries, businesses, communities of interest, and Metro Vancouver residents. Upholds Metro Vancouver’s reputation through positive and forthright dealings with other organizations and members of the public. Understands the organizational culture and processes necessary to attain work objectives.
- Performs other related duties as required.

**To be successful, you have**:

- 7 years of recent, related experience supplemented by a university degree in communications, business, public administration or other relevant discipline; or an equivalent combination of training and experience.
- Demonstrated knowledge and understanding of Metro Vancouver’s Solid Waste Services activities, processes, objectives and challenges. Demonstrated ability to make recommendations suited to the organization’s business needs.
- Sound budgeting and financial management skills. Ability to monitor budgets, meet financial objectives and ensure the effective and efficient expenditure of allocated funds. Sound planning and project management skills including the ability to evaluate and synthesize complex information. Demonstrated ability to plan and execute effective engagement programs for waste management initiatives and large scale construction projects with diverse community
