**POSITION PURPOSE**

This position is responsible for leading, planning, and evaluating the delivery of the Automated Speed Enforcement program and associated processing centre. Oversees the development, implementation, and management of the program including policies, procedures, guidelines, program evaluation methods and continuous improvement. Provides technical and analytical support in the development and delivery of the program. Develops and maintains relationships with external partners, and agencies. Ensures the program complies with all legislation, regulations, and bylaws.

**MAJOR RESPONSIBILITIES**
- Implements plans and recommends policies/procedures regarding program specific requirements focusing on automated enforcement.
- Works closely with internal partners on the development and delivery of the program.
- Recommends program strategies to address site specific issues, concerns from partnering municipalities, and fluctuations in work volume and impacts on internal partners.
- Prepares comprehensive correspondence and reports on policies, procedures and complex issues associated with automated enforcement.
- Develops, implements, analyzes, monitors and adjusts business practices/procedures and systems in accordance with sound engineering, planning and public administration practice.
- Manages and coordinates contracts and ensures conformance to design and contract guidelines.
- Ensures Regional interests and public safety are achieved through the administration and regulation of activities and enforcement.
- Manages data access and other operational agreements with provincial authorities, including Ministry of Transportation of Ontario (MTO).
- Analyzes available program data to determine gaps, identify course of action and future needs to support legislated direction, programs, and initiatives.
- Remains current on provincial changes and implements legislative changes. Keeps current with industry best practices and trends.
- Provides support and monitors equipment to ensure are fully operational and addresses deficiencies.
- Prioritizes and schedules work based on established programs, policies and activities.

**QUALIFICATIONS**
- Successful completion of a University Degree in Public Administration, Business, Finance Administration, Criminology, Law, or related field or approved equivalent combination of education and experience.
- Minimum three (3) years related experience in automated enforcement, or municipal bylaw enforcement and administration, and a minimum of one (1) year of supervisory experience.
- Thorough knowledge of legislation pertaining to automated enforcement, appropriate handling of physical and electronic evidence.
- Demonstrated knowledge of applicable legislation, Acts, and industry standards.
- Knowledge of municipal bylaws, provincial regulations, and administrative penalty system.
- Within five months of hire need to obtain and maintain a designation as a Provincial Offence Officer by the Province of Ontario and a satisfactory Police Reference Check
- Leadership ability to coordinate multiple projects and ability to motivate staff and foster a positive team environment.
- Demonstrated ability in Region’s leadership and corporate core competencies.
- Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines.
- Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act.
