Reporting to the Manager, Operational Improvement, an Application Specialist performs a variety of liaison duties with internal and external contacts and provides support in implementing changes in policies, processes and technologies. An Application Specialist maintains operational data, facilitates information exchanges with PRIME-BC and other system users, makes recommendations regarding implementation strategies for new or revised policies, processes or technologies and assists in developing and testing solutions to problems. WHAT YOU WILL DO Develop Policies and Procedures for a variety of issues related to technology changes and requests from partner police, fire and ambulance agencies; investigates specific matters, compiles findings, prepares narrative and statistical reports; makes recommendations regarding operational implementation strategies and the impact of same on users; assists in developing and testing solutions, monitors outstanding issues and development of work-arounds pending longer term solutions. Works closely with the Fire Manager, Fire CAD team and wireless team. Attends fire committee meetings and Fire Chief meetings. Assists with finding policy conflicts and recommendations for efficiencies and improvements as well as providing support for change implementation in Fire Dispatch. Assists in Saanich fire back up drills and E-Comm fire evacuation drills. Maintains liaison with Fire, Police and Ambulance partners, and application support units, PRIME-BC Coordinators, application vendors and internal users to exchange information and resolve application problems; attends staff meetings and responds to queries; acts as an intermediary with PRIME-BC and Technology; follows-up on all communications. Assists users with questions regarding application, functionality, policies and processes; provides assistance with and direction to co-workers on system capabilities and procedures; ensures adherence to established standards; coordinates outages which affect E-Comm Operations. Reviews, analyzes and documents information flow and business practices; advises on relationships among CAD, RMS and internal technologies such as telephony, wireless and IT systems; documents processes; identifies user requirements and necessary software and/or hardware changes; assists with the implementation and testing of same. Maintains system data in collaboration with RCMP and Municipal partners for CAD and RMS; assists management in conducting data quality reviews. Assists with the creation and maintenance of application system training and support materials; schedules, coordinates and facilitates focus groups. Maintains filing systems and databases; participates in the implementation of new or upgraded software. Performs related work as required. WHAT YOU’LL NEED This position will focus on supporting both Police and Fire. Experience in call taking and dispatching in both Police and Fire is mandatory. Extensive fire knowledge in both dispatch, call taking role policy, workflow and Fire CAD. Completion of the 12 th grade supplemented by post secondary courses in computer information technology plus a minimum of 3 years related experience including training others. Required Police Security Clearance applicable to the position must be acquired and maintained. Vaccination Policy: E-Comm 911 has a vaccination policy that is currently suspended. However, should the policy be reinstated, it will be a requirement for all current and future employees. JOB DETAILS Number of positions: Minimum of One (1) Rgular Full-Time Job status: Regular Full-Time Hours of work: Monday to Friday, 40 hours per week Wage/Salary: PG 24 | $43.97 to $51.87 hourly; $91,457 to $107,889 annually (2025 rates) Employee Group: CUPE, Local 8911 Department: Operations Selection Process: Successful candidate will be chosen after a behavioural based panel interview.
