Reporting to the Director of Finance for the Department Health & Wellness, this Manager position provides leadership, management and direction in various services that contribute to the effective financial management of the Department. These services include planning, budgeting, forecasting for the Department, as well as contract management, administration and compliance. The Manager provides consultation and assistance to Departmental Directors, Managers and Staff. This is a senior financial management position within the Department and is responsible for policy guidance on most fiscal matters, including expenditure and revenue initiatives and analysis, and works closely with the Director of Finance on significant matters. Duties will include but are not limited to: Ensure financial reporting is provided in accordance with public sector accounting standards and that financial services are delivered consistent with relevant legislation, Treasury Board Policy and departmental policies and procedures; Coordinate, prepare and/or review Treasury Board or Executive Council submissions on all matters related to financial administration Provide guidance, advice and assistance to senior officials in the determination of appropriate budget provisions, forecasting practices, financial reporting requirements and management; Develop, implement and maintain evaluations and audits on the financial and administrative aspects of departmental programs; Oversee the administration of departmental contracts and agreements programs; support federal/provincial contribution agreement relationships and lead the completion and submission of federal funding claims; Prepare performance and statistical information for departmental/crown corporation programs for use in the Legislature, Ministerial briefing notes, and ad hoc reporting to Senior Management throughout the year; Advise and assist with financial project management; Other duties as required. Minimum Qualifications: Recognized post‑secondary degree in business administration or a related field. Candidates who have obtained their Professional Accounting Designation without an undergraduate degree will also be considered. Professional Accounting Designation. Considerable experience in a financial administration position. Considerable experience in budget cycles and budget preparation. Supervisory experience. Experience in program management. Considerable advanced experience in creating and working with computer spreadsheets. Extensive experience using Oracle financial applications. Proven analytical and problem‑solving skills. Satisfactory criminal records check. Valid driver’s license.
