This exciting role focuses on promoting a culture of safety, reducing workplace incidents and fostering the well-being of all employees, contractors and the general public. Responsibilities Health & Safety Program Implementation Develop, implement, promote and maintain the municipality's Occupational Health and Safety (OHS) program in alignment with Alberta OHS legislation. Conduct regular workplace inspections and audits to ensure compliance with safety standards. Provide feedback on strengths and areas for improvement. Provide recommendations for corrective actions, progressive discipline due to safety infractions or process improvements. Serve as lead administrator for all Health & Safety online work platforms. Prepare monthly Health and Safety reporting to track incidents and identify trends. Collaboration and Leadership Collaborate with department heads and supervisors to integrate safety practices into day-to-day operations, setting clear expectations, and delivering ongoing reviews and constructive feedback. Act as the primary contact for health and safety matters within the organization. Create and coach supervisors and managers with Health and Safety tools to enable them to meet and/or exceed health and safety goals. Promote a positive safety culture through regular communication and awareness campaigns. Responsible for the Health and Safety annual budget and reporting on any concerns, variances and requests for additional funding. Manage the City’s internal and external management system audits to ensure maintenance of COR certification. Manage any direct reports as required. Incident Management and Inspections Investigate workplace incidents, near misses, and occupational illnesses, identifying root causes and recommending corrective actions. Direction of all incidents including ensuring all incidents are investigated to ensure root causes are determined and implemented to prevent recurrence. Maintain accurate records of incidents and ensure compliance with reporting requirements. Analyze and assist with departmental inspections and offer support where needed. Be the first point of contact for OHS Officers who come on site. Hazard Identification and Risk Management Review and assist teams with hazard assessments and development of safe work practices for all municipal operations. Monitor high-risk activities such as chemical, fleet operations, and environmental services. Take the lead in the Fit for Duty and Audiometric programs. Regulatory Compliance Stay up to date with Alberta OHS legislation, Workers' Compensation Board (WCB) requirements, and other relevant regulations and provide guidance and recommendations for their implementation. Ensure the municipality adheres to all legal requirements and standards. Report all required infractions to regulatory agencies as required. Directive Development and Training Ensure safety training programs are delivered, including WHMIS, hazard assessments, and emergency response protocols via various platforms. Create and update Health and Safety directives, procedures, and guidelines. Coordinate onboarding safety training for new hires and contractors. Develop and conduct occupational safety training for various workgroups. Including evaluation and modification of programs to meet local, provincial and federal OH&S requirements. Education, Qualifications and Work Experience Post-secondary education (diploma or degree) in Occupational Health, Safety, and Environmental or a related discipline. Minimum of 5 years of experience of progressive health and safety experience, preferably within a municipal or comparable setting. Canadian Registered Safety Professional (CRSP), or equivalent designation. Standard First Aid, WHMIS and other relevant safety certifications. Equivalencies of education and experience may be considered. Knowledge, Skills, and Abilities In-depth knowledge of Alberta OHS legislation to develop risk-management and compliance strategies while interpreting changing regulatory requirements. Experience in Workers’ Compensation Board (WCB) legislation and managing injury reporting and disability claims. Strong problem solving and analytical skills. Comprehensive knowledge of COR program standards, audit processes and contractor safety management. Possess excellent communication, negotiation, influencing and presentation skills. Ability to work collaboratively with diverse teams. Strong organizational skills and attention to detail. Proficiency in Microsoft Office and Safety Management Software. Physical Effort and Safety Commitment This position includes, but is not limited to light effort such as: standing, climbing ladders, crawling, crouching, walking, stairs, kneeling, manual dexterity, visual acuity, lifting to 20 -30 lbs. All employees are responsible for full cooperation with all aspects of the City’s Occupational Health and Safety (OH&S) program, including compliance with all rules and regulations, and for continually practicing safety while performing duties, and monitor and enforce subordinate compliance with the OH&S program.
