Job Summary: Represents the People Services team in the city‑wide transformation to a new integrated human capital management (HCM) and financial management system. The Senior HRIS Implementation Specialist will use their expert knowledge and practical experience to lead and support the People Services Department during the transition, overseeing change management, workflow design, system configuration, documentation, communications, and training. Key Duties and Responsibilities Serve as the PS functional lead for the implementation of a new enterprise‑level HRIS. Provide expert assessment and recommendations on workflow changes and enhancements to ensure functional and technical optimization. Collaborate with a cross‑functional team to reflect PS functions and business requirements in the new HCM system. Partner with stakeholders to design process workflows aligned to PS best practices. Lead the configuration and deployment of all HR modules, translating business requirements into functional system design. Manage vendor relationships and ensure project scope, timelines, and deliverables meet PS department requirements. Monitor progress, communicate timelines, and elevate issues to PS management in a timely manner. Ensure overall project plans, timelines, and deliverables are met. Champion the new HCM system and adoption of changes by providing communication, training, and support. Ensure compliance with data security, privacy, and regulatory requirements; lead development of system security and access controls. Lead troubleshooting and resolution of post‑implementation issues, ensuring system stability and data accuracy. Data Management & Migration Lead validation of data integrity throughout migration and implementation. Partner with the HR Data & Systems Analyst and vendor to develop and execute test plans, data migration, and validation. Collaborate with cross‑functional teams and vendor to ensure accurate extraction, transformation, and loading of legacy data. Oversee system integration between modules and third‑party applications. Develop and execute validation plans and reconcile reports to confirm data accuracy and completeness. Workflow & Process Development Analyze current PS processes and design future‑state HRIS workflows that align with HR policies, union agreements, and business needs. Map and document end‑to‑end HR processes across all functions and modules. Ensure workflows support required HR functions and policies. Documentation, Training, and User Support Develop and maintain HRIS documentation, including system configuration, workflows, and end‑user procedures. Create new training documentation based on assessment of training requirements by user levels. Produce communication and education materials such as reference guides, FAQs, and job aids. Lead design and delivery of training sessions for PS practitioners and employees/performance managers on system functionality. Serve as first point of contact to resolve system issues and answer user questions during and after go‑live. Required Skills & Competencies Minimum five years of experience with enterprise HRIS platforms, including at least two years in a project lead or implementation role. Undergraduate degree in Information Systems, Computer Science, Business Administration, or Human Resources. Public sector experience is an asset. Project management experience is an asset. Expert knowledge of enterprise HRIS platforms such as Workday, Oracle, or SAP. Strong interpersonal and communication skills, both verbal and written. Demonstrated computer experience and knowledge of Microsoft Office.
