The Position Team PLAY (Policy, Leadership, Advocacy, and Youth) is responsible for influencing Canadian and global decision makers to advance children’s rights and equality for girls globally, and supporting young people in Canada to unlock their leadership potential, be active global citizens and advocates for Plan International’s global purpose and mission. As Senior Advisor, Policy and Advocacy, you will play a key role in Plan International Canada’s policy advocacy, government relations, influencing, and external relations engagements. Under the leadership of the Director, you will support the development, implementation, monitoring, and evaluation of Plan International Canada’s policy and advocacy strategy, with a particular focus on humanitarian action, global education, and youth advocacy. You will execute key elements of the policy and advocacy strategy, including the development of evidence‑based policy positions and coordinating policy and advocacy activities, and advance the overall Strategic Plan, notably the strategic initiative focused on Amplifying Youth Voices. Location: Ottawa. What success looks like? Responsibilities In partnership with Team PLAY, take a leadership role in influencing federal government policy to promote children’s rights and equality for girls in humanitarian action, including education in emergencies, food security, refugee rights, meaningful youth engagement and other priorities aligned with the Strategy. Engage in policy influencing, advocacy, and strategic communications supporting priorities in global development such as education, health, and youth engagement. Chair monthly meetings on Humanitarian Policy Advocacy and represent the organization at key Canadian and Federation‑wide coalitions and working groups. Support senior leadership in preparation for and follow‑up to key policy meetings. Build relationships with Members of Parliament, Senators, political staffers, and the federal public service to deliver advocacy objectives. Collaborate with NGOs to promote joint policy positions, research and events. Monitor the policy and advocacy landscape, making pivots and course corrections to the strategy in collaboration with stakeholders. Collaborate on research and development of policy products such as briefing notes, key message documents and policy statements. Support the Public Relations and Communications Unit in the production and distribution of policy products and media engagement. Work closely with Plan International staff across the Federation (Global Hub, Liaison Offices, National Offices, Regional Offices, and Country Offices). Youth Leadership Programming and Advocacy Work closely with the Youth Engagement Unit and the Youth Council to meaningfully engage young people in policy advocacy and influencing campaigns. Lead capacity‑building initiatives to support young people’s understanding and ability to engage in policy influencing, including workshops, briefings and seminars on key priorities. Project Management, Knowledge Management and Operations Be the go‑to person for reporting needs internally and externally, providing regular updates to the Office of the Commissioner of Lobbying and drafting unit reporting and global headquarters reports. Provide strategic advice and contribute to weekly information sharing, intel gathering and planning meetings. Support the Director to ensure robust and sustainable policy and advocacy systems and processes. Education Master’s degree in international relations, international development, political science / law or a relevant field, or equivalent professional experience. Qualifications Experience in successful policy and advocacy work, preferably in humanitarian action and international development, with preference for those who have worked in Latin America, Africa and/or Asia. Excellent written and oral communication skills in English. Fluency in French is a strong asset. Successful track record as a policy strategist/analyst with INGOs, government or multilateral organisations. Experience at the federal level in Canada and in global forums such as the G7, G20, UN, World Bank and more. Capability in producing integrated advocacy campaigns, policy recommendations, messaging, stakeholder engagement and resource mobilisation. Highly skilled at developing engaging, action‑oriented presentations. Track record drafting policy briefs, op‑eds and related products. Capacity to translate complex information into accessible language for non‑technical audiences. Project management experience on complex cross‑functional projects. Experience in developing and advocating for gender equality and child‑rights policies. Experience in humanitarian policy advocacy and engagement of young people is preferred. Experience designing youth workshops and digital delivery. Strong policy research and analysis skills. Ability to develop analytical evidence‑based policy papers and reports. Understanding of Canada’s political landscape and humanitarian policies impacting children, particularly girls. Experience with Canadian NGOs/charities lobbying rules and regulations is preferred. Collaborative, innovative and “can‑do” attitude. Flexible and adaptable work style; open to collaboration in a fast‑paced culture.
