We are looking for a Bilingual Talent Acquisition Specialist to build our teams across Eastern Canada. The role is based in our Montreal, Ottawa or Halifax office. Responsibilities Lead full‑cycle recruitment for professional and leadership roles, ensuring an exceptional candidate experience. Develop and implement proactive recruitment marketing strategies to build a strong and diverse talent pipeline. Collaborate closely with hiring managers to provide strategic recruitment support and enhance PCL’s employer brand. Establish and maintain strong relationships with district HR teams and operational leaders, offering insights on market trends and best practices. Stay informed on industry trends and recruitment innovations to provide data‑driven recommendations. Support international recruitment initiatives and cross‑border talent acquisition efforts. Qualifications Post‑secondary degree in Human Resources or a related discipline (preferred). Over 5 years of progressive recruitment experience in a high‑volume corporate or agency environment. Ability to manage 20+ active requisitions across multiple geographic regions. Bilingual in English and French (spoken and written) is required. Strong business acumen; construction industry experience is an asset. Demonstrated ability to build effective partnerships and act as a strategic, solution‑oriented advisor. Exceptional communication, organizational, and time‑management skills. High attention to detail, confidentiality, and accuracy in record‑keeping. Willingness to travel to PCL offices and project sites as needed. Experience recruiting construction professionals or technical roles is an asset.
