Our role extends beyond transporting passengers; we are a major asset owner responsible for operating, maintaining, and renewing extensive marine and shore‑based infrastructure across our 47 terminals. Opportunity BC Ferries has a significant infrastructure program at the Horseshoe Bay and Langdale terminals to improve on‑time performance, enhance the customer experience, and ensure continued safe and reliable operations. The Horseshoe Bay / Langdale Infrastructure Program is a complex, multi‑year capital initiative that will modernize two of our busiest terminals and enhance service for millions of passengers. This is a rare opportunity to be a senior member of this transformative program, supporting an investment of hundreds of millions of dollars in upgrading and improving two key nodes in the provincial transportation network. Role Reporting to the Program Director, Major Projects, you will be the operational backbone of this major program, overseeing a multi‑disciplinary team of subject matter experts in project management, engineering, project controls, communications, and construction. Your responsibilities include: Managing a multi‑disciplinary team, including staff of up to 12 direct reports; Overseeing the program of terminal capital projects and delivering the projects executed by the direct team; Leading, directing, and reviewing the work and deliverables of the team; Developing and implementing program reporting in accordance with the Governance and Reporting Plan; Contributing to the development of program objectives and goals, including leading technical studies, developing and implementing technical and departmental standards, and providing input to long‑range planning efforts; Leading the development, writing, and presentation of project business cases, steering committee updates, status reports, and other governance documentation; Facilitating capital planning with various internal departments and stakeholders; Managing multiple procurement processes for both consulting and construction contracts; Developing communication and stakeholder management plans, leading stakeholder meetings, public consultation, and First Nations engagement; Guiding internal and external partners toward embracing new ideas and ways of working, and fostering strong collaborative relationships; Acting as a liaison and providing oversight for external project management service providers; Working with engineering staff and consultants, and liaising with various internal departments in all project phases—planning, pre‑design, detailed design, tendering, construction, commissioning, and hand‑over; Facilitating comprehensive technical design reviews, value engineering, and workshops with required stakeholders to ensure project objectives are achieved cost‑effectively; Managing and monitoring the program through construction and warranty periods; Coordinating support from Operations for planning, public consultation, internal consultation, and implementation of alternate ferry service plans when service is interrupted during construction; Serving as a subject matter expert and providing technical assistance across the organization; On‑boarding, training, and guiding staff on company systems and processes, giving career advice, providing feedback, and completing performance reviews; Leading and coaching project managers and coordinators to maintain professionalism and organization throughout all activities, consistent with BCF corporate standards and performance measures. Qualifications Diploma or degree in engineering, architecture, construction management, or equivalent. Registration with EGBC or ASTTBC is an asset but not required; Supplemental courses in project management, leadership, negotiation, and coaching are an asset; Minimum 10 years of related and progressive project management, engineering, and construction industry experience; 1‑3 years of functional people management and leadership experience is preferred; Experience working on one or more major projects or programs; Experience in an owner's organization is an asset. Knowledge and Competencies Demonstrated management skills with proven capability of establishing and maintaining effective and productive working relationships with staff, executives, and stakeholders; Ability to lead, coach, and motivate assigned staff in a team environment; Exceptional interpersonal skills and ability to develop and maintain effective relationships with project teams, consultants, contractors, regulatory bodies, governments, First Nations, and other stakeholders. Ability to analyze and solve problems systematically; Self‑motivated, detail‑oriented, and results‑oriented; Must be flexible, have a positive attitude, energetic, and have strong self‑initiative; Proven ability to manage a program of capital infrastructure projects and meet deadlines using effective project management skills including planning, budgeting, controlling, forecasting, scheduling, organizing, coordinating, negotiating, and reporting; Excellent communicator with demonstrated experience collaborating with multiple levels of stakeholders and executives on multi‑year or multi‑phase infrastructure projects; Excellent leadership, organization, time management, problem solving, decision‑making, and judgement skills; Sound understanding of engineering principles, WorkSafeBC requirements, applicable codes, standards, and regulatory permit requirements on terminal projects; Thorough understanding of planning, design and construction methods, commercial, marine, and heavy construction best practices, and procurement relevant to terminal construction; Expertise in the preparation, review, and interpretation of technical design documentation and drawings, specifications, and contracts; Excellent knowledge of CCDC contracts, construction contract law, and contract administration; Proficient in the use of computers and software such as MS Office Suite, scheduling tools, and financial spreadsheets for estimating, budgeting, and reporting; Must be fluent in English and have excellent written and verbal communication with proficient oral presentation skills; Willing and able to travel out of town for up to several days at a time, as required; Maintain a valid BC driver’s licence and have or be able to rent a vehicle for business travel; Demonstrate a willingness and ability to undertake additional training related to duties of the position.
