IO delivers some of the most complex, ambitious commercial and land development solutions for the Province and continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of creating a connected, modern and competitive Ontario. Project Delivery manages large, complex public infrastructure projects using a variety of contracting models, notably the public-private partnership (P3) approach to procurement and delivery. The P3 model leverages private sector financing and expertise in building public infrastructure with the objective of delivering projects on schedule and within approved budgets. The current project pipeline is valued at more than $35 billion in estimated design and construction costs. The Director is responsible for providing strategic advice, commercial guidance, and expertise to project staff through all stages of a project. This includes guiding, leading, managing and supporting project management professionals in managing project issues delivered under the Public-Private Partnership (P3) model, Collaborative Contract model, Design-Build or other non-traditional delivery models, within the approved schedule, budget, and quality parameters. This role will also work collaboratively with our partners and internal teams. We are seeking someone who can navigate the complex mix of design leadership, cost management, collaboration, risk-sharing, and project delivery excellence. To be successful in this role, the Director brings sound commercial management, stakeholder management skills and experience finding positive solutions to complex issues with contractors, clients and diverse teams of project consultants and specialists. Experience negotiating contracts and commercial terms, claims, scope changes and other compliance and contractual matters on major healthcare infrastructure projects is required. Experience coaching and mentoring a project team is required, along with exceptional delegation skills to efficiently distribute tasks and optimize team productivity. What You Will Do: Deliver a portfolio of infrastructure projects ensuring integration, coordination and consistency with strategic corporate directions and goals: Manage the process from the planning stage, design development to project close out with a particular emphasis on working with clients, various advisors and consultants to develop contract documents that are complete and have had the appropriate level of due diligence necessary to get through procurement stage and the commencement of construction. Understanding of collaborative project delivery methods, including IPD (Integrated Project Delivery) principles. Develop/deliver project implementation plans to ensure the delivery of multiple projects on time and on budget. Lead the procurement of high-value services in support of project development and implementation. Manage procured consulting expertise and resolve disputes on contract interpretation and terms of agreement on behalf of the organization. Ensure comprehensive project management is maintained throughout the planning, transaction, design development, construction, commissioning, substantial Completion, final completion and transition to operation phases of each project. Manage project risks to ensure delivery of projects within approved schedule, budget and quality parameters: Work closely with internal and external stakeholders, identify and manage various project risks from the concept phase of each project through to completion and hand-over. Strong skills in cost validation, risk contingency modeling, and value engineering. Monitor key performance indicators (KPIs) related to cost, schedule and design quality. Build and maintain effective and collaborative working relationships with external clients and proactively work with them to mitigate potential issues and challenges. Manage complex stakeholder networks for various projects and broker solutions to issues which arise. Keep division’s executives and client teams informed on potential issues or events that may concern them or have an impact on programs, services and initiatives they are responsible for. Someone who can demonstrate ability to establish and manage target cost/Guaranteed Maximum Price models is ideal. Background in architecture, engineering, or construction with a holistic understanding of how design decisions impact construction cost and schedule. Provide Leadership to Project Team: Build, develop and motivate a team of high-caliber professionals who provide high quality services, and build reputation as a reliable business partner. Establish performance measurement process, training and development programs for the team to support knowledge transfer, continuous improvement, skills development and the team’s ability to successfully manage deliverables. What We’re Looking For: Extensive hands-on experience in the delivery, procurement and construction of complex projects is required, ideally within the Healthcare sector in a P3 setting or Collaborative Contract procurement model. Proven leadership in fostering collaboration across owners, designers, constructors, and trade partners in multi-party environments. Good understanding of procurement strategies, delivery methods and their application to major projects. Skilled in navigating early-stage design with incomplete information, managing evolving scopes, and integrating feedback loops into the process. Strong people leadership capabilities, including talent development, performance empowerment, and modeling a respectful, inclusive workplace culture. Senior-level experience in consulting or construction industry, with strategic project planning, development and implementation skills. Solid foundation in Construction Management, Engineering, and/or Project Management, supported by Bachelor’s or Master’s degree in Construction Management, Architecture, Engineering, or related field. Demonstrated ability to manage competing priorities, allocate resources efficiently, and ensure timely execution of complex tasks. Understanding of appropriate codes, standards and other guidelines related to the delivery of infrastructure projects. Substantial expertise in contract management, design development, construction finance, and risk management strategies. Strong negotiation skills including successful leadership of contract negotiations in complex, multi-stakeholder settings and boardroom-level engagements. Experience in providing advice on commercial and technical issues, specific to developing risk mitigation strategies. Expertise in collaborative project environments, with demonstrated ability to foster trust and transparency among diverse teams. Experienced in resolving conflicts and managing difficult conversations with a solutions-oriented approach. Expertise in quality management processes and oversight within collaborative project environments. Highly developed communications skills and presentation skills, with a proven track record of building trust, transparency and effective partnerships.
