OverviewDirector, IT Planning and Governance at the City of Burnaby. Reports to the Chief Information Officer (CIO). Leads the Governance and Planning division, overseeing IT strategy, governance, performance management, policies, procedures, methodologies, and performance metrics. May manage IT capital, workforce and external suppliers, and contribute to nascent IT capabilities such as innovation management, digital transformation, enterprise architecture, enterprise change management, strategic supplier management, and quality management until these functions become independent teams. Establishes strategic planning and governance principles; develops short- and long-term operational plans; implements continuous improvement programs; oversees high-impact, enterprise-wide programs and digital transformation initiatives. Directs budget and business plan preparation and review; monitors and approves expenditures. Performs related work as required. ResponsibilitiesLead IT planning and governance functions including strategy development and performance management.Develop and maintain IT policies, procedures, and methodologies; implement performance frameworks and metrics.Oversee IT capital, workforce planning, and external supplier management; drive innovation, digital transformation, enterprise architecture, and change management as appropriate.Establish strategic planning and governance processes; prepare and implement short- and long-term operational plans.Lead continuous improvement and oversee high-impact, enterprise-wide programs and initiatives.Prepare, review, and consolidate budgets and business plans; monitor and approve expenditures.Provide leadership to staff and foster collaboration with senior management and external stakeholders to achieve optimal IT solutions. QualificationsMaster’s Degree in Computer Science, Information Technology, Business Administration, Public Administration, or related field with a minimum of seven years of senior management experience in a complex technical environment; or Bachelor’s degree with a minimum of ten years of related senior management experience; municipal government experience preferred.Project management, process engineering, IT service management, and/or software development lifecycle certifications are highly desirable.Thorough knowledge of current and emerging technologies, technology directions, and their strategic application to business needs; knowledge of municipal legislation, regulations, budget planning, financial management, IT governance, and organizational change management.Ability to plan, lead, coach and motivate staff; build relationships with senior managers, elected officials, and external partners; influence senior leaders and Council; analyze and provide guidance on relevant topics; set strategic priorities and manage multiple deadlines within time and budget constraints; promote continuous improvement and operational efficiency.
