This position is insight-driven, not just content-producing – and plays a central leadership role in shaping how information is shared across the Vancouver Police Department, ensuring messaging is clear, timely, accessible, and reflective of the Department’s values and identity. This role is intended to foster the development of an informed and engaged workplace culture within the Vancouver Police Department, and contribute to employer branding efforts, helping to attract and retain top talent in both sworn and civilian roles. ESSENTIAL DUTIES Lead the development and implementation of Department-wide internal communication strategies that support operational priorities, cultural goals, and organizational change Develop short-, medium-, and longer-term communication plans that strengthen member engagement, build internal brand identity, and align with the VPD’s values, mission, and strategic direction Provide strategic advice and guidance to senior leadership on communication priorities, risks, opportunities, and messaging approaches for both internal and external audiences Collaborate with senior leadership, HR, and operational units to ensure timely and accurate dissemination of information Select, implement, and manage internal communication platforms and tools to optimize reach and engagement Create and distribute engaging content for newsletters, intranet, bulletins, leadership messages, and staff briefings Use analytics to track intranet traffic, engagement, reads, and user patterns Create reporting dashboards for leadership on communication effectiveness Work closely with external communications teams to ensure alignment between internal and public messaging Support change management efforts by drafting clear and effective messaging during organizational transitions Strengthen the Department’s internal brand by promoting its mission, values, and culture through storytelling and visual identity Develop materials that support recruitment, onboarding, and employee recognition programs Support the coordination of internal events such as awards ceremonies, town halls, and cultural celebrations to foster a sense of community and pride Ensure consistency in messaging and branding across all internal platforms and materials Supervise employees including hiring, career development, and performance management of employees Other related duties and responsibilities as assigned KNOWLEDGE, SKILLS, AND ABILITIES Required: Proven ability to work collaboratively in cross-functional teams and external consultants Demonstrated ability to select and manage internal communication platforms and technologies Exceptional written and verbal communication skills, with the ability to tailor messaging for diverse audiences In-depth knowledge of marketing and brand strategy Strong organizational and project management skills with attention to detail Ability to handle sensitive information with discretion and professionalism Demonstrated ability to help shape the internal culture and employee experience Proven ability to support change management initiative Exceptional leadership skills Preferred: Knowledge of Canadian policing culture, values, and operational structures EXPERIENCE Required: Minimum 10 years of experience in internal communications, corporate communications, and/or branding Experience identifying and developing the employee value proposition and implementing a communication strategy In-depth experience successfully managing communications and branding projects A minimum of five years in a supervisory or managerial role Preferred: Experience working in a government, public safety, or unionized environment EDUCATION Required: Post-secondary education in communications, public relations, marketing, journalism, or a related field A combination of education and experience will be considered OTHER REQUIREMENTS All employees must maintain their enhanced security clearance while employed with the Vancouver Police Department, which will be renewed every five years Must be a Canadian citizen or Permanent Resident SELECTION PROCESS Candidates may be required to take a written test. A minimum 70% passing mark is needed to move forward to the interview. This position is Exempt from the Teamsters Local 31 Union.
