Objective Of The Position Reporting to the Manager, Labour and Employee Relations, the Labour Relations Specialist is responsible for delivering effective labour and employee relations services. The Specialist is a key contact for hospital leaders, providing consultative services and support on labour/employee relations and human resources. The role exercises independent judgement and initiative across a broad range of services including research, grievance processing, collective bargaining, recruitment issues, investigations, and employer‑union relationship building. The Specialist works to ensure a consistent standard of proactive labour and employee relations across the organization. Duties Staff Relations Builds and manages the employer‑union relationship through facilitation and consultative approach. Serves as a source of expertise on the collective agreement, bargaining history, etc. Supports development of labour relations skills of unit managers through grievance process and hands‑on training including discipline, grievance handling (Step 2 hearings), and collective agreement administration. Acts as a lead for collective bargaining with support from Manager, Labour and Employee Relations, assisting research, preparation, and post‑bargaining rollout and training initiatives. Partners with Labour Relations, Human Resources, and Central Scheduling to ensure corporate initiatives are implemented. Ensures consistent application of applicable collective agreements. Supports facilitation and resolution of employee conflicts, anti‑racism, and harassment‑free workplace issues. Leads investigations as delegated by Manager, Labour and Employee Relations. Chairs Labour Management Relations Committee meetings as required and participates in Occupational Health & Safety Committees. Attends arbitrations as hospital lead as required. Client Operations Develops thorough knowledge of the assigned bargaining unit. Provides labour relations and HR advice and consultation to management. Participates in corporate‑wide HR initiatives, supporting improved employee relations. Identifies and implements administrative efficiencies within labour relations services. Represents Labour Relations on various internal and external committees. Participates in organisational restructuring, realignment, downsizing, and implementation. Carries out related projects and assignments. Contributes to review, revision, introduction, and implementation of new/updated policies and procedures. Qualifications Undergraduate degree specializing in Human Resources, Industrial Relations, or related field. Minimum 3 years broad and progressive labour relations experience, preferably within multi‑union environment (CUPE, ONA, OPSEU). Education and experience deemed equivalent may be considered. Active participation in collective bargaining as lead or support, and contract administration. Knowledge and experience of Human Resources. Experience in diverse, decentralized organisations, ideally hospital or public sector. Experience dealing with significant organisational change. Thorough knowledge of hospital policies, rules, regulations, and employment legislation. Thorough knowledge of principles of labour relations and contract administration. Thorough knowledge of diversity principles. Thorough knowledge of dispute resolution and problem solving. Thorough knowledge of investigation under Violence in the Workplace (Bill 168). Good knowledge of arbitral jurisprudence related to workplace issues. Good knowledge of interest‑based bargaining principles. Ability to exercise judgement and initiative within scope of authority. Excellent planning, prioritisation and organisational skills. Excellent communication skills – verbal, written, listening. Visioning and strategic thinking. CHRP or CHRL designation considered an asset. English level A- mandatory; bilingual (French/English) considered asset.
