Posting ID: 4601 Department: Social & Community Services Division: Children's Services Pay Range: $85,723 - $107,145 Job Type: Temporary > 1 year Contract Duration: up to January 15, 2027 Hours of Work: 35 hours per week Work Location: Halton Regional Centre - 1151 Bronte Road, Oakville Employee Group: OCT Posting Date: November 12, 2025 Application Deadline: November 21, 2025 Job Summary Reporting to the Supervisor of Quality and Accountability, the Quality and Accountability Specialist supports early‑years and child‑care operators across Halton Region to set goals and implement strategies to contribute to continuous quality improvement. This position also supports operators to understand and align their policies and practices with the Canada‑Wide Early Learning and Child Care (CWELCC) guidelines to ensure children and families have access to high‑quality, affordable and inclusive child care. Duties & Responsibilities Serve as a key contact for early‑years and child‑care operators, connecting them with relevant supports and services. Build strong relationships with early‑years and child‑care operators through regular engagement, observation, consultation, and coaching. Guide child‑care owners, supervisors, managers and leaders through Halton’s quality engagement cycle and setting priorities for continuous quality improvement and compliance. Participate in the oversight of organizations with funding agreements supporting their ability to understand and apply policies, procedures, guidelines, and legislation to their practice. Collaborate with internal and external partners on initiatives to support and enhance the quality of early‑years and child‑care programs in Halton. Skills & Qualifications Undergraduate degree or diploma in a Human Services related field such as Early Childhood Studies, Child Development, Psychology, Social Sciences, or similar from a recognized post‑secondary institution. Diploma in Early Childhood Education and registration with the College of Early Childhood Educators (CECE). Three (3) to five (5) years of experience in child‑care operations and program administration, with a demonstrated ability to collaborate effectively with leadership at all levels—including Supervisors, Managers, and Directors. Proven understanding of stakeholder roles and responsibilities, and the ability to provide guidance on compliance with relevant guidelines and legislation. Strong knowledge of: Canada‑Wide Early Learning and Child Care (CWELCC) guidelines Child Care and Early Years Act (CCEYA, 2014) How Does Learning Happen? Ontario’s Pedagogy for the Early Years (HDLH) Operational and pedagogical practices in high‑quality child‑care Various early‑learning and child‑care auspices and program types (non‑profit, commercial, licensed home child‑care, EarlyON Centres) Commitment to equity, diversity, and inclusion. Excellent relationship‑building, communication, report writing and documentation, facilitation and problem‑solving skills. Proficiency in Microsoft Office (Word, Outlook, Excel, PowerPoint). Working / Employment Conditions Travel may be required within Halton Region; incumbent must provide their own transportation. Flexibility in working hours may also be required. The incumbent may be required to fulfill roles and responsibilities outlined in the Halton Region Emergency Social Services plan. Roles and responsibilities may include coordinating an emergency social services response and on‑call duties. Additional hours and shift work may be required to fulfill these functions. A current (obtained within the past six (6) months), original and acceptable Vulnerable Sector Check.
