IT Governance, Strategy, and Service Management Advisor

  • Contract Duration: 6+ Months

Description Of Work / Deliverables

  • The IT Governance, Strategy, and Service Management Advisor will assist the client's ITS department by providing expert guidance and hands-on support in three key areas: IT Cloud Strategy, IT Governance Framework development, and the implementation of several IT Service Management (ITSM) processes.
  • The consultant will work closely with IT leadership and relevant stakeholders to ensure the effective planning, development, and implementation of these initiatives.
  • The objective is to align IT capabilities with the college's strategic goals, enhance service delivery, and optimize IT operations.
  • The IT Governance, Strategy, and Service Management Advisor will be responsible for delivering the following:

IT Governance Framework Development:

  • Deliverables:
  • IT Governance Model Design: A high-level design document outlining the IT Governance Framework, including decision-making processes, roles, and responsibilities that ensure alignment with the college's strategic goals.
  • Governance Process Implementation Plan: A detailed plan for implementing the governance processes, including timelines, milestones, and stakeholder involvement.
  • Governance Documentation: Essential documentation such as policies, procedures, and reporting templates to support the operation of the IT Governance Framework.

IT Service Management (ITSM) Processes Development:

  • Deliverables:
  • Service Catalog Management (SCM) for Business Partners: A comprehensive catalog detailing the IT services offered to business partners, ensuring alignment with their needs and facilitating service request management.
  • Service Request Catalog: An actionable catalog integrated within the Salesforce Case Management System, enabling business partners to easily request IT services.
  • SCM Process Development: Develop and implement the process for managing the Service Catalog.
  • Service Request Fulfillment (SRF) Process: A process document outlining the procedures for handling service requests.
  • Application Portfolio Management (APM) Phase 1: Development of College-Wide Applications Inventory.
  • Application Portfolio Management (APM) Process: A document detailing the process for managing the college's application portfolio.
  • APM Phase 2: Analysis and Recommendations.
  • APM Phase 3: Business Case Development and Implementation.
  • Hardware Asset Management (HAM) Process: A process document for tracking and managing IT hardware assets.
  • Internal Service Catalog: Development of a catalog specifically for internal IT services.
  • Operational Level Agreements (OLAs): Establishment of OLAs for internal IT services.
  • Service Level Management (SLM) Framework: A comprehensive framework defining service levels for key IT services.

IT Cloud Strategy Development:

  • Deliverables:
  • Cloud Readiness Assessment Report: A detailed evaluation of the existing IT infrastructure.
  • Cloud Strategy Roadmap: A strategic document outlining the planned approach for cloud migration.
  • Cloud Governance Framework: A governance document establishing the necessary policies, procedures, and controls.

IT Service Management (ITSM) Process Implementation:

  • Deliverables:
  • Provide advice and guidance for Salesforce Implementation.

Reporting and Documentation:

  • Deliverables:
  • Progress Reports: Regular updates on the progress of IT Cloud Strategy.
  • Final Documentation: A complete set of final documents covering all implemented processes.

Qualifications:

  • Educational Background:
  • A 4-year Degree or a master's in computer science, Management Information Systems, Computer Engineering, or a related field within Information Technology.
  • Certifications in IT Governance (e.g., COBIT, TOGAF), Cloud Computing, and ITIL are highly preferred.

Experience:

  • Minimum of 15 years of experience in IT governance, cloud strategy, and service management.
  • Demonstrated success in designing and implementing IT Governance Frameworks.
  • Experience in developing and executing IT Cloud Strategies.
  • Proven experience in implementing IT Service Management (ITSM) processes.
  • Experience leading cross-functional teams and working collaboratively with multiple stakeholders.

Skills and Competencies:

  • Strategic Leadership: Ability to provide visionary leadership.
  • Project Management: Strong project management skills.
  • PMP certification preferred.
  • Analytical Thinking: Excellent analytical skills.
  • CBAP certification preferred.
  • Communication: Outstanding written and verbal communication skills.
  • Vendor Management: Experience in negotiating with and managing relationships with cloud service providers.
  • Change Management: Ability to promote and manage organizational change.
  • PROSCI certification preferred.

Technical Knowledge:

  • In-depth knowledge of IT governance models, cloud architecture, ITSM frameworks.
  • Familiarity with IT infrastructure, cybersecurity, data privacy, data governance, and risk management practices.
  • Practical experience with cloud platforms such as AWS, Azure, or Google Cloud.

Location:

  • The incumbent will perform work both remotely and on-site.
  • Work can be conducted flexibly during the client's core business hours.
