GENERAL SUMMARY Responsible for the accurate and timely processing of weekly (hourly) and bi‑weekly (salary) payroll across Canada. Oversees all aspects of payroll operations, including data collection, payroll processing, month‑end reconciliations, auditing, accounting entries, and final transfer approvals, while ensuring compliance with applicable federal and provincial legislation, tax, legal, and accounting standards. ESSENTIAL FUNCTIONS Selects, trains, develops, and motivates a staff of professionals and non‑exempt employees. Provides an environment supportive of personal growth and development. Monitors and evaluates employee performance, provides feedback, addresses deficiencies, and sets measurable objectives for direct reports each year. Develops management successors. Ensures weekly and bi‑weekly payroll is processed accurately, compliantly, and on time. Maintains compliance with federal and provincial payroll regulations. Manages government obligations, responds to audit requests, and stays current on payroll laws and best practices. Leads year‑end activities, ensuring accurate data submissions to governments and employees, managing communication with agencies, and transmitting payments. Works closely with external suppliers, reconciling data for pension plans and stock options while providing essential reporting to senior management. Champions continuous improvement by identifying and implementing process enhancements, automation, and development strategies. Collaborates across departments to streamline communication and improve operational efficiency. Provides clear guidance to employees, managers, and stakeholders on payroll‑related matters, serving as the primary liaison with auditors and delivering essential documentation and explanations. Prepares and oversees weekly, monthly, quarterly, and year‑end statutory reports, payroll account reconciliations, and filing requirements. Prepares and submits all annual returns in a timely manner (T4, T4A’s, Relevé 1, EHT, WCB). Issues ROEs as requested. Ensures payroll disbursements comply with company policies, procedures, and statutory regulations such as Canada Customs and Revenue Agency, Revenue Quebec, etc., and processes variable compensation programs such as AIC/HIPP, sales incentives, and recognition bonuses. Communicates policy and procedure to operations and administrative personnel to ensure compliance and an effective internal control environment. Evaluates existing internal control procedures in payroll, initiates and directs investigations of perceived weaknesses or risks, and recommends corrective actions. Evaluates, recommends, and implements enhancements to payroll information systems in response to business needs and regulatory changes. Reviews, analyzes, and coordinates the interface of payroll systems with other systems such as Workday and third‑party vendor systems. Advises management and staff across Canada on the application of policy and statute related to payroll issues. Proactively communicates the statutory and regulatory significance of technical issues to management. Ensures payroll records—number of employees, overtime hours, rate of pay, taxes withheld—are maintained in compliance with legal and corporate regulations. REQUIRED KNOWLEDGE, SKILLS & ABILITIES Minimum Education: Bachelor’s degree or equivalent. Professional certification: Certified Payroll Manager (CPM) designation required; must be a current FedEx‑management member or EXCEL‑endorsed. Minimum Experience: Five years of professional payroll experience in a large national firm (10,000+ employees) and two years of management experience; additional mandatory experience requirements specified by the employer. Knowledge of DayForce, Kronos, and Workday preferred. Ability to manage confidential and sensitive employee personnel files. Experience dealing with government agencies: CRA, Revenue Quebec, Service Canada. Sound knowledge of provincial and federal employment rules and regulations. Proficient in computerized office automation applications: spreadsheets, word processing, web applications, and databases. Ability to mentor, coach, and serve as a knowledge resource to other employees. Ability to inspire a shared vision and motivate a team. Ability to prioritize and delegate in a time‑sensitive manner. Conflict management and resolution skills. Strong management, human relations, and communication skills. Clear, concise, and timely communication; active listening and empathy. Ability to simplify business processes while ensuring quality. Accountability for departmental performance and quick problem resolution. Strong organizational, planning, and analytical skills.
